Full Job Description Description:
We are seeking a Program Engineer to join our team at Hill Air Force Base in Ogden, UT, with approximately 20-30% travel to Turbine Aero in Chandler, AZ. In this role, you will oversee the day-to-day management of the program under the guidance of the Engineering Manager and the Director of Customer Programs. Your primary responsibility will be to act as the technical liaison between Turbine Aero, Boeing, and the U.S. Air Force, providing technical support for the inspection, assembly, and testing of aircraft auxiliary power units (APUs). You will manage quality, cost, schedule, and technical performance for C-17 Auxiliary Power Units. Essential Functions Act as a permanent member of work scope planning team at OO-ALC. Complete shop visit reports for APUs and LRUs repaired in the shop. Collection of reliability data and reporting to comply with
DID E07.3.8.
Provide technical assistance/guidance to Hill AFB engineering and maintenance team on the APU work scope plan, assembly, and testing troubleshooting as required. Provide interpretation of technical requirements, provide support and guidance on analytical processes. Provide guidance on parts and discrepancies for APUs in production. Represent the organization during contract awards and throughout program execution with minimal oversight. Develop and implement contract strategies to ensure compliance with legal requirements and company objectives. Collaborate with cross-functional teams to ensure contract compliance and resolve on-site technical issues. Review and analyze contract terms for government contracts (FAR 12 and FAR 15). Monitor contract performance and identify areas for improvement. Participate in program reviews, customer meetings, monthly reporting, and risk management. Coordinate approvals for significant change initiatives. Manage intra-company efforts and customer monthly fund status reports. Measure and report program performance, including delivering presentations to stakeholders. Adhere to internal processes, policies, and industry standards. Ensure the program team understands contract scope and manages changes through control board activities. Conduct risk management practices, including identification and mitigation. Cultivate customer relationships to identify new opportunities. Core Competencies Proficient in reading, writing, and interpreting engineering instructions and technical data. Strong interpersonal skills to effectively manage project teams and communicate with leadership. Skilled in planning, defining, and controlling project scope to ensure completion of required work. Ability to develop and execute program plans that meet contractual and stakeholder requirements. Expertise in dispute resolution and negotiation while maintaining positive relationships.
Requirements:
5-10 years of relevant experience with aircraft auxiliary power units, specifically Honeywell
GTCP331-200/250 APU.
Bachelor's degree in engineering and 4-5 years of aerospace engineering experience, or equivalent experience. Proven experience as a project leader or integrated program team leader, successfully guiding teams toward common goals. Familiarity with establishing metrics in collaboration with stakeholders for effective program management. Ability to refine existing templates, tools, and guidelines for program documentation. Basic competency in project management skills and tools. Knowledge of DOD contracts and FAR regulations. Eligibility to work under
ITAR/EAR
regulations and program requirements. Willingness to travel up to 25% as required by business needs.
