Job Description

Step into a role where you're not just managing housing—you're shaping communities. As a Housing Services Specialist (HSS) at an off-site public housing location, you'll take the lead in both property operations and resident relationships, acting as the go-to expert on site. This is an opportunity for a self-driven professional who thrives on independence, takes ownership of their work, and can confidently manage a dynamic caseload with minimal supervision. From guiding residents through move-in to navigating lease compliance, inspections, and even the eviction process, when necessary, you'll oversee the full tenant lifecycle while making a meaningful impact every day. POSITION RESPONSIBILITIES
Provides excellent customer service to both internal and external customers. Interviews applicants/residents for the Rental Community Management Program (Low Income Public Housing and HUD Multi-Family) for determining eligibility, recertifications, explains housing program obligations, verifies information on the reexamination/recertification forms and determines continued eligibility of residents. Calculates tenant rents, utility allowances, and utility reimbursements (where relevant). Conducts briefing sessions and educates applicants on program obligations. Negotiates repayment agreements for approval by the Assistant Housing Director - Housing Authority. Issues leases and lease addendums to applicants and residents. Initiates Termination of Assistance of residents in non-compliance, non-performance, or other grounds in conformance with established Housing Authority policy and procedures. Maintains applicant, resident and unit files, including a historical record for each resident file. Completes annual recertifications of residents in conformance with Housing Authority policy. Pulls files for reexaminations, schedules appointments for reexams, makes revisions, calculates rent adjustments, and notifies residents in writing of changes. Generates and mails correspondence or notices to residents for appointments, changes in rent, lease reminders, termination of assistance, etc. Assists with the monthly processing of checks receivable and checks payable with program residents; prepares and balances individual data sheet for the Assistant Director's reconciliation. Files necessary information into resident/unit files, including preparing and distributing incoming/outgoing mail. Provides data entry for all adjustments or changes to resident data. Conducts field interviews as needed. Conducts unit inspections on a regular basis such as annual inspections, move-in inspections, housekeeping inspections, etc. Counsels residents and assists in resolution of conflicts between neighbors. Performs clerical duties such as answering telephone, general typing, filing and mailing correspondence. Prepares monthly reports to advise team lead and supervisor of caseload status. Ensures assigned caseload completed in a timely manner and balances caseload actions with Rental Community Management rent roll. Researches, analyzes and documents programmatic issues or complaints and applies proper action to the problem. Contributes to team effort by accomplishing all other duties assigned. Reviews monthly police reports for the assigned property to monitor any criminal &/or drug related activities on or near the community per Crime Free Multi-Housing Policies. Other duties as assigned. LINK MINIMUM REQUIREMENTS
Two years of college level coursework. Two years interviewing experience in a position with a public agency, social service agency, or equivalent public contact office. Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
Associate degree in Business, or related field preferred. Experience in social work or housing related field. Experience with income-based assistance programs.
OTHER REQUIREMENTS
Must possess, or obtain upon employment, a valid Arizona driver's license. Regular attendance is an essential function of this job to ensure continuity.
