Major Duties and Responsibilities Provides informion, resources, direct engagement and decision-making in support of MWTCC Commander needs. Supports the MCAGCC Twentynine Palms Family Care Branch Head in program operions/management, budgeting and financial management, personnel management, policies and procedures, and compliance, among other tasks. These tasks are summarized below. Program Operions/Management Serves as recognized expert to oversee day-to-day operions of the designed programs. Implements or maintains quality assurance processes. Makes improvements, solves problems and takes corrective action when problems arise. Provides expert presentions and briefings on all aspects of the program area. Continuously assesses program operions and monitors progress toward organizional goals. Identifies problems and uses sound judgment to genere and evalue alternives and to make recommendions to improve programming. Organizes work, sets priorities and determines short- or long-term goals and stregies to achieve requirements. Coordines with other organizions to accomplish goals. Determines the need for coordinion of efforts and provides leadership in formuling methods to get results through cooperive efforts while monitoring coordinion of conflicting or overlapping objectives. Personnel Management Supervises Child and Youth, Exceptional Family Member, and School Liaison Managers in accordance with the approved organizional structure. Supervision includes assigning and distributing work, coaching, counseling, tutoring, and mentoring employees, approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards; training employees; keeping abreast of and actively supporting the principles of the EEO program and prevention of sexual harassment. Must be alert to alcohol and substance misuse and take approprie action. Budgeting Assists the Branch Head in formuling, justifying, monitoring and analyzing variance for the annual appropried (APF) and nonappropried (NAF) budgets. Helps to compile program stistical da for reports and da calls and keeps Command abreast of trends, policy changes, program deficiencies and needs for MWTCC Family Care programs. Aids in developing an integred budget, which may include preparing written analysis of budget variances as necessary and justificion for funding of program resource requirements and repairs or maintenance of facilities and equipment. Assists in the oversight of the collection of accure accounting and reporting of funds received from prons. Ensures compliance with all regulions governing the use of APF and NAF funds. Adheres to authorized methods of acquisition. Policies and Procedures Participes in the development and implemention of local processes and procedures to ensure efficient operion and management of Family Care programs. Keeps professionals informed on policies and procedures based on directives. Compliance Ensures compliance with all United Stes Marine Corps (USMC), Department of Defense, Ste, Federal and local instructions, standards, regulions, policies and procedures as they apply to Family Care programs. Safety Promptly reports workplace accidents to the Human Resources Office. Ensures safety training is provided for employees. Comply with OSHA standards and take action to correct unsafe or unhealthy working conditions. Ensures employees understand safety infractions th can result in disciplinary actions and follows through with approprie action. Ensures minimal loss of duty by complying with Return to Work program initiives and following up on employee well-being. Customer service Provides World Class Customer Service with an emphasis on professionalism and courtesy. Assists internal and external customers and communices positively in a professional manner. Ask questions to determine, verify and solve problems. Checks for sisfaction with the quality of goods and services. Take action to solve problems quickly. Alert the higher-level supervisor or proper point of contact for help when problems arise. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment. QualificionsMINIMUM QUALIFICATIONS
: A 4-year degree in Early Childhood Educion, Child Development, Elementary Educion, Special Educion, Social Work, Psychology, Youth Recreion, Physical Educion, or reled field of study and 3 years of full-time experience working with children/youth or special needs populions. OR A combinion of educion and experience with courses equivalent to a major in the field (24 hours) approprie to the position, plus 3 years of full-time experience working with children/youth or special needs populions th provides knowledge comparable to th normally acquired through the successful completion of the 4-year course of study described above. Sisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide childcare services. Must pass pre-employment physical and annual physical thereafter, provide evidence of immunizion and be free from communicable disease. Must complete all DoD training requirements within the specified time including oriention, initial and annual ongoing training requirements, and required certificion fees, if any. Must maintain current food handlers, CPR and First Aid certificions. May be required to obtain a government driver's license.
