(TSI) is seeking an experienced Project Manager (PM) to oversee all aspects of contract performance supporting the Surface Deployment and Distribution Command (SDDC) Crane Maintenance Program at Military Ocean Terminal Concord (MOTCO), California. The Project Manager serves as the primary point of contact between the Government and TSI and is responsible for ensuring all contract requirements are performed safely, efficiently, on schedule, and in compliance with applicable federal regulations, industry standards, and contract requirements. The PM will provide leadership, technical oversight, quality control, workforce management, and customer engagement while ensuring uninterrupted support of critical port operations and crane maintenance activities. Essential Duties and Responsibilities Serve as the Contractor's primary point of contact with the Government Contracting Officer (KO), Contracting Officer's Representative (COR), and other designated Government officials. Manage daily operations associated with crane maintenance, inspection, testing, troubleshooting, repair, and modernization efforts. Oversee maintenance activities involving electrical, mechanical, hydraulic, and structural crane systems. Plan, organize, direct, and monitor all contract activities to ensure compliance with performance objectives and contractual requirements. Develop and maintain work schedules, staffing plans, and resource allocations. Supervise and coordinate maintenance personnel, subcontractors, and support staff. Monitor contract performance metrics and ensure compliance with all Performance Work Statement (PWS) requirements. Prepare and submit required reports, deliverables, status updates, quality control documentation, and performance assessments. Implement and manage the Quality Control Program (QCP) and Safety Program. Ensure compliance with OSHA regulations, EM 385-1-1 requirements, Army regulations, and site-specific safety procedures. Manage preventive maintenance programs and coordinate corrective maintenance activities. Review maintenance records, inspection reports, and equipment history to identify trends and improve equipment reliability. Coordinate crane outages, repairs, inspections, operational testing, and electrical system maintenance activities with Government personnel. Support Government audits, inspections, and contract reviews. Monitor contract funding, labor utilization, and operational costs to ensure efficient performance. Develop corrective action plans and resolve performance issues as required. Ensure all personnel maintain required certifications, training, and security requirements. Participate in meetings, briefings, and operational planning activities. Required Qualifications Minimum of five (5) years of project management experience supporting industrial maintenance, crane maintenance, port operations, heavy equipment maintenance, or related Department of Defense contracts. Demonstrated experience managing personnel, schedules, budgets, and contract performance requirements. Working knowledge of electrical, mechanical, hydraulic, and structural systems associated with overhead cranes, gantry cranes, portal cranes, or similar material handling equipment. Experience working within a Government contracting environment. Ability to interpret technical manuals, engineering drawings, specifications, and maintenance procedures. Strong written and verbal communication skills. Proficiency with Microsoft Office Suite and contract management software. Valid driver's license. Preferred Qualifications Bachelor's degree in engineering, Construction Management, Business Administration, Industrial Technology, or related field. Project Management Professional (PMP) certification. Experience supporting U.S. Army, SDDC, Military Sealift Command (MSC), Navy, or other Department of Defense maintenance contracts. Experience with computerized maintenance management systems (CMMS). Prior experience supporting ammunition, port, terminal, logistics, or waterfront operations utilizing electric ship to shore cranes. Security Requirements Must be able to obtain and maintain all required Government security credentials and installation access. Must successfully pass all required background investigations. Physical Requirements Ability to walk, climb ladders, ascend crane structures, and work in industrial environments. Ability to lift up to 40 pounds. Ability to work indoors and outdoors in varying weather conditions. Ability to wear required personal protective equipment (PPE). Work Environment Work is performed in an active industrial and maritime environment supporting military cargo operations. The position requires interaction with Government personnel, contractors, and maintenance staff while ensuring mission-critical crane systems remain operational and compliant with all safety and maintenance standards. Supervisory Responsibilities The Project Manager has full supervisory responsibility for assigned contract personnel, including scheduling, performance management, training oversight, safety compliance, and quality assurance activities. Travel Minimal travel may be required for training, meetings, or corporate support functions.
