JOB TITLE PROGRAM MANAGER HOOPA VOCATIONAL REHABILITATION PROGRAM SUPERVISOR-HTEA DIRECTOR STATUS-SALARY PAY
GRADE 6 STEP 1 - 3 $62,462.40 - $66,880
JOB SUMMARY :
Under the general supervision of the Hoopa Tribal Education Director, the Vocational Rehabilitation Program Manager is responsible for the overall planning, development, implementation, and management of the Hoopa Vocational Rehabilitation Program in accordance with the fiscal, personnel, and procurement/property management policies of the Hoopa Valley Tribe. This leadership role includes oversight of budgeting and financial management, hiring, training, supervising, and evaluating Vocational Rehabilitation Program staff, and ensuring compliance with all fiscal and reporting requirements. The Manager also leads data collection and analysis, drives continuous quality improvement, and works to secure funding and resources to sustain and grow programming. Additionally, the position ensures alignment with American Indian Vocational Rehabilitation Services (AIVRS) program standards, oversees program staff, manages the program facility, and ensures the effective delivery of support services to Native American individuals with disabilities in order to maximize their employment opportunities, independence, and integration into the community and the competitive labor market.
DUTIES AND RESPONSIBILITIES
1. Overall supervision and management of budget, daily operations, and program staff. 2. Plans, organizes, implements and monitors all aspects of the HVRP program. 3. Assures full compliance with federal and tribal regulations and procedures. 4. Coordinates and collaborates with related service agencies and program partners for effective networking and maximum utilization of all existing resources available to consumers based on individualized needs and plans. 5. Creates and approves program information and materials for public dissemination including assisting with VR information dissemination, community resources, vocational services, and conflict resolution/problem-solving information in a timely and comprehensive manner. 6. Implements and promotes staff development and organizational systems for quality consumer services delivery and facilitation of the VR Process. 7. Assures culturally appropriate strategies and ensures cultural sensitivity in all program aspects of consumer services and vocational planning. 8. Develops, reviews, and updates policies and procedures on consumer selection and eligibility, due process, confidentiality and job development. 9. Approves Individual Plans for Employment (IPEs) and assists in the facilitation in delivering Consumer Driven Vocational Rehabilitation services requested by eligible program participants. 10. Produce regular written memos, emails, forms, justifications, correspondence reports, and newsletters for educational, informational, and documentation purposes. 11. Develops cooperative working agreements and collaborative partnerships with the California Department of Rehabilitation (DoR), Consortia of Administrators for Native American Rehabilitation (CANAR), and other agencies. 12. Ensures all HVRP Grant Goals and Objectives are Achieved and On Track for Program Success throughout each reporting period and funding cycle. 13. Must ensure the preparation, completion, and submission of reports, to manager, Education Director, HTEA Board of Directors, Tribal Council, Chairman's Office and the Rehabilitation Services Administration and US Department of Education. 14. Prepares monthly, semi-annual, and annual reports based on goals, objectives, targeted outcomes, and approved budgets. 15. Hires, orients, and supervises staff; coordinates staff training; and performs annual performance reviews, including goals for staff development and improved performance. Prepares Personnel Action Forms for changes in personnel status or compensation. 16. Performs related duties as assigned.
SUPERVISORY RESPONSIBILITIES
This position is responsible for the oversight of the Hoopa Vocational Rehabilitation Program staff.
QUALIFICATIONS
  • Strong leadership skills, with the ability to supervise, train, and motivate staff.
  • Ability to build and maintain positive working relationships with clients, Tribal departments, community partners, and service providers.
  • Demonstrated ability to develop, monitor, and manage department budgets, including oversight of program expenditures, financial tracking, and preparation of required financial and programmatic reports to ensure compliance with funding requirements and organizational policies.
  • Excellent verbal and written communication skills; ability to communicate consistently and effectively using consumer preferred methods while coordinating with HYVRP team members who manage varying caseloads and schedules.
  • Knowledge of addictive substances and physical, psychological, or mental health challenges that may impact employability.
  • Knowledge of community resources and support services that enhance employment opportunities for individuals with disabilities.
  • Demonstrated sensitivity to Tribal culture, community dynamics, and confidentiality requirements.
EDUCATION AND EXPERIENCE
  • Bachelor's Degree in Social Work, Psychology, Sociology, Vocational Rehabilitation Counseling, Human Services, or a closely related field required; OR,
  • Minimum of five (5) years of experience in social services, vocational rehabilitation, or related human services programs, including at least two (2) years in a supervisory or program management role.
  • Experience working with individuals with disabilities, vocational rehabilitation programs, or community service programs strongly preferred.
  • Experience and/or training in the Vocational Rehabilitation process, including interviewing consumers, collaborating with counselors, and evaluating sensitive medical, psychological, and vocational information. Tribal Vocational Rehabilitation experience preferred.
  • Experience working with Tribal Governments, Federal agencies, and grant-funded programs, including familiarity with applicable regulations, policies, and reporting requirements.
A combination of education and experience may be considered for this position, if the applicant has extensive experience/training in leadership/supervision.
CONDITIONS OF EMPLOYMENT
1. This position is funded in whole or in part by grant funding. Continued employment is contingent upon the availability of grant funds and program needs. 2. Regular employees are subject to an annual performance evaluation following a 90-day evaluation from hire date. 3. Employee is subject to the Tribal Alcohol & Drug Policy including preemployment, post-accident, reasonable cause and re-entry testing. 4. Employee is subject to Hoopa Valley Tribe's Title 30-A, Employment Background Investigation Policy and must successfully pass a background check and fingerprinting. 5. Must possess a valid California Driver's License and be insurable under the Tribes Motor Vehicle Policy during term of employment. 6.

Ability to apply sound judgement and problem-solving skills when working with complex or sensitive consumer situations. The employee must be able to interpret policies, procedures, and regulations, analyze information, and make appropriate decisions consistent with program requirements and organizational guidelines. 7.
Work Environment:
Characteristics of the work environment described here are representative of those an employee encounters while performing the essential duties of this job. Work is performed primarily in an office setting with frequent interactions with consumers, staff, and community partners. The employee may also work in environments where individuals are experiencing physical, mental, or substance use challenges and must maintain professionalism and confidentiality at all times. Must have the ability to work evenings, weekends, or holidays as needed. 8.
Language Skills:
Ability to communicate clearly and effectively both verbally and written. The employee must be able to prepare reports, correspondence, program documentation, as well as effectively communicate with consumers, staff, community partners, and external agencies in a professional and respectful manner. 9.
Mathematical Skills:
Ability to perform basic mathematical calculations including addition, subtraction, multiplication, and division. The employee must be able to review program budgets, track expenditures, interpret basic financial reports, and compile statistical data for program reporting purposes. 10.
Physical Demands:

While performing the duties of this job, the employee is frequently required to stand, walk, sit, bend, and reach. This position requires the use of standard office equipment including computers, telephones, and printers. Employee must occasionally lift and/or move up to 10-25 pounds.
