DEFINITION
Under the direction of the Senior Director-Back 2 Work (B2W), or designee, the Regional Manager-B2W is responsible for the administration, coordination, and implementation of all the components of the B2W program in their assigned multi-county region. The Regional Manager-B2W ensures the effectiveness of the regional program through ongoing monitoring and evaluation using quantitative and qualitative data. The Regional Manager-B2W provides ongoing supervision and technical assistance to assigned staff and establishes and maintains working relationships with all regional partners (e.g., local Caltrans, subcontractors, local community-based organizations).
EXAMPLE OF DUTIES
[May include, but is not limited to the following] 1. Plans, organizes, and directs the day-to-day program activities within their assigned multi-county region 2. Supervises, trains, and evaluates assigned staff 3. Ensures the requirements of all B2W contracts are met 4. Monitors and manages all subcontractors to ensure program needs and deliverables are being met 5. Performs regular worksite visits to all sites in the assigned region 6. Onboards new subcontractors with their assigned region, providing training and continued support to assist subcontractors with the performance of their deliverables 7. Monitors program effectiveness through analysis of data and review of expenditures in collaboration with the leadership team 8. Ensures that all program data is collected and entered into appropriate databases for reporting purposes 9. Meets with regional and local Caltrans personnel regularly to discuss any concerns and monitor satisfaction 10. Attends, schedules, and conducts trainings, meetings, and events as needed for regional staff 11. Ensures implementation of agreements with local agencies and community-based organizations for the provision of services 12. Provides support in maintaining relationships with existing employers and establishing relationships with new employers who are willing to hire participants upon exiting the program 13. Communicates in a timely manner with supervisor, the B2W leadership team, and outside organizations to coordinate activities and programs, resolve issues and conflicts, and exchange information 14. Coordinates with worksites through the assigned region to ensure all necessary supplies are provided in a timely manner 15. Regularly travels within the assigned region to fulfill job duties and may occasionally travel to other regions 16. Follows Butte County Office of Education BCOE policies and procedural guidelines
QUALIFICATIONS
Knowledge of:
1. Goals and functions of the B2W program and related regulations and guidelines 2. BCOE policies, regulations, and procedures 3. Diverse academic, socio-economic, cultural, and ethnic backgrounds of target population(s) 4. Day-to-day program planning and development 5. Principles and practices of effective leadership, supervision, and training 6. Excellent oral and written communication skills 7. Using data to evaluate program effectiveness 8. Services needed for the successful transition of populations facing employment barriers 9. Knowledge of workforce development programs and services 10. Operation of a computer and assigned software 11. Interpersonal skills using tact, patience, and courtesy 12. General budget preparation and control 13.

Travel throughout the assigned region as well as to the central office or other regions as needed, including overnight/multiple-day trips
Education and Experience:
1. Graduation from high school or equivalency 2. Bachelor's degree in Business, Social Sciences, or related field, preferred 3. Two years of increasingly responsible management experience that demonstrates the ability to perform the duties described above 4. Demonstrated experience working with diverse populations and those with barriers to employment 5. Demonstrated experience with employment and training programs and/or workforce development
Other:
1. Possess a valid California driver's license, proof of a good driving record, and current auto insurance
