Job Description:
The County of Yuba is currently recruiting for the position of Program Specialist in the Health and Human Services Department. Under general supervision, plans and organizes staff engaged in a broad program of health and human services or in a special program as assigned; function as a specialist in a program or service, coordinating, conducting and reviewing a variety of complex analytical and support activities, including policy and procedure development and implementation in the specific functional area; acts as a liaison for assigned program areas with other governmental agencies and community organizations; and performs other duties as assigned.
The ideal candidate:
Experienced health and human services professional with strong program coordination and leadership skills Ability to plan, organize, and support staff in delivering effective public service programs Skilled in managing complex analytical, operational, and administrative activities Knowledge of policy and procedure development, implementation, and program compliance Strong understanding of health and human services programs, regulations, and community resources Ability to analyze data, evaluate program effectiveness, and recommend process improvements Effective collaborator with experience serving as a liaison between agencies, stakeholders, and community organizations Strong communication and interpersonal skills with the ability to build productive partnerships Organized and detail-oriented with the ability to manage multiple priorities and deadlines Capable of working independently while exercising sound judgment and problem-solving skills Committed to delivering responsive, equitable, and community-focused services Proficient in preparing reports, presentations, and program documentation accurately and efficiently Qualifications The minimum and preferred requirements are listed below. While the following requirements outline the minimum qualifications, Human Resources reserves the right to select applicants for further consideration who demonstrate the best qualifications match for the job. Education and Experience:
MINIMUM:
Bachelor's degree from an accredited college with major coursework in business or public administration, behavioral or social science or related field and two (2) years of progressively responsible experience performing administrative, budgetary, policy, or legislative analysis in one or more County health or human services program(s) which has included one (1) year in a lead capacity. Relevant analytical experience may be substituted for up to two (2) years of the required education on a year-for-year basis.
PREFERRED
In addition to the minimum, additional years of experience as defined above in a supervisory capacity.
Licenses and Certification:
The ability to obtain a valid California Class C driver's license within ten (10) days of employment; maintain throughout employment.
Special Requirements:
Must successfully complete an extensive and thorough background investigation which may include Live Scan fingerprinting prior to hire. Will be required to perform disaster service activities pursuant to Government Code 3100-3109.
Salary/Compensation:
