This role offers an exciting opportunity to make a meaningful impact by overseeing clinical operations, ensuring high-quality patient care, and fostering a supportive environment for individuals of all ages, including children, adolescents, and adults. The Program Manager will serve as a key leader in delivering innovative, evidence-based treatment modalities that promote recovery, resilience, and well-being across diverse community settings. This position emphasizes active leadership, strategic planning, and collaboration with multidisciplinary teams to advance outpatient services and improve patient outcomes.
Basic Functions:
The Program Manager, Outpatient Treatment Services, oversees the daily operations and delivery of all outpatient programs, to ensure effective, compliant, and high-quality services. This position provides direct supervision to program staff, including counselors, case managers, and peer support specialists, ensuring adherence to agency policies, documentation standards, and quality assurance protocols. The Program Manager coordinates staffing, scheduling, and program logistics to maintain continuity of care and operational efficiency while serving as a key liaison between staff, leadership, and community partners. This role ensures program compliance with local, state, and federal regulations, supports client engagement and access to services, and promotes a positive, professional, and collaborative work environment aligned with the organization's mission and values.Responsibilities:
The following responsibilities represent the essential functions of the position. An employee in this classification is responsible for carrying out the following functions: Oversees day-to-day operations across all programs (youth and adult outpatient, NTP's, federal programs, and ECM) directing staff and ensuring services run smoothly and align with compliance expectations. Ensures staff complete documentation correctly and follow QA/Compliance procedures; provides input on QA and communicates staff-level issues to the Director of Program Operations. Directly supervises counselors, case managers, and peer support specialists; manages schedules, caseloads, group assignments; monitors staff adherence to compliance standards. Maintains documentation of supervision. Ensures all programs meet daily operational needs; solves logistical and staffing issues; coordinates resources for smooth service delivery. Conducts outreach to community partners and referral sources; represents programs in local meetings as assigned; promotes program visibility and access. Ensures timely client intake, group facilitation, and case management coverage; provides backup support for groups, intakes, or case management when needed. Implements safety procedures at the program level; ensures incident reporting and staff adherence to agency safety protocols. Prepares operational reports (census, productivity, staffing) and provides feedback on compliance concerns for executive review. Mid-level authority; manages staff and client flow daily; directs staff in QA practices and escalates major compliance or policy issues to the Director of Program Operations. Maintains 24-hour call schedule on a weekly rotating basis. Supports with quantitative and qualitative reviews. Assures timely communications with persons served, funding sources, staff, management and community. Conducts tours and makes presentations as needed. Assures compliance with all client confidentiality requirements. Assures compliance with agency policies and procedures. Attends monthly County QI and Provider Meetings. Works with other staff and patients in a respectful and professional manner. Conducts case management when requested. Maintains working knowledge of other drug and alcohol treatment agencies and programs and a list of resources that can be shared with clients. Monitors client's access to and involvement with treatment and other providers to help address barriers to treatment and the recovery process. Provides back-up assistance to counselors with group counseling and psycho-education groups as necessary to include individual counseling and/or ASAM assessments. Prepare monthly board reports. Conducts other duties as assigned by the Director of Program Operations and Executive Director.Expectations:
Alerts the Director of Program Operations and Executive Director to potential crisis or urgent situations and/or incidents. Carries out all responsibilities in a professional and effective manner. Treats all individuals with dignity and respect. Demonstrates a commitment to assist individuals and families at risk. Works in harmony with all Valley Health Associates staff. Maintains a professional Code of Ethics within counseling scope of practice. Proficiency in MS Word, Excel, and databases. Ability to communicate effectively and provide excellent customer service. Ability to facilitate systems and checks to assure delivery of quality service and product to internal and external customers. Knowledge of the principles of management, supervision, planning, fiscal management, fair employment practices, regulations, safety, health and client rights. Ability to observe, evaluate, document and communicate verbally and in writing. Performs all other duties as assigned by the Director of Program Operations and Executive Director.Qualifications:
Knowledge of Local, State, and Federal employment guidelines to include: CFR 42 Part 2, Title 22, and Title 9. Holds registration or certification with an approved organization to certify individuals as alcohol and drug counselors pursuant to California Code of Regulations (CCR) Chapter 8, Title 9, Section 13035(a), and completion of 155 documented hours of formal alcohol and other drugs (AOD) classroom education, AND completion of 160 hours of supervised AOD training. Minimum of 2 years experience in an alcohol or drug program providing recovery planning, group and/or individual services. Holds and/or is actively working towards a certification as an alcohol or substance abuse counselor from an approved organization qualified to certify individuals as alcohol and drug counselors pursuant to California Code of Regulations (CCR) Chapter 8, Title 9, Section 13035(a). Experience working with adults in the alcohol and drug addiction field. Familiar with Medi-Cal and ASAM criteria and EHR (Electronic Health Records) via AVATAR. Volunteer experience may be qualifying if confirmed in writing from a recognized organization. Depending upon assignment, applicants may be required to pass an extensive background investigation and be fingerprinted. Disqualification for felony, misdemeanor, and traffic offenses will be assessed on a case-by-case basis. A valid California Class "C" Driver's License is required at the time of hire. Strong interpersonal and engagement skills. Excellent written and verbal communication skills. Strong organizational and time management skills. Ability to support VHA's mission and philosophy, and demonstrate sensitivity to cultural diversity and workplace harmony. Current CPR certification. Bilingual and biliterate preferred.Physical Requirements:
