Job Description

This position is in the Veterans Benefits Administration, San Diego Veterans Affairs Regional Office, Support Services Division, National Transcription Center; and serves as a Program Specialist responsible for administrative and technical work. The incumbent is responsible for managing the efficient, effective coordination and accomplishment of the planning scope, development, design and the Supervisory Office Automation Assistant caseload and the progress forward to claims resolution.
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/24/2026. If you are a current VBA employee requesting a reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 7/9 (or higher) and the promotion potential of your current position must be at least GS- 9 . And, 1.
TIME IN GRADE REQUIREMENT
: You must provide a copy of your most recent SF-50, "Notification of Personnel Action" showing that you are in the competitive service and the highest grade or promotion potential held. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate that you possess (1) year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates (1) year time-in-grade. General Adjustment and Award SF-50's cannot be used for time-in-grade verification purposes . For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the
GS-07. 2. MINIMUM QUALIFICATIONS
In addition to the Time In Grade Requirement, all applicants must meet the minimum qualification requirements as described below:
SPECIALIZED EXPERIENCE
You may qualify based on your experience as described below: GS-7: Specialized experience is defined as experience in a wide range of medical or legal transcriptions. This experience should document experience researching legal and/or medical terminology, and experience drafting documents with proper grammar, punctuation, spelling and the proper format for different types of hearings being transcribed. GS-9: In addition to the skills for the GS-07 level, specialized experience for the GS-09 must document experience in the performance of program analysis and evaluation to meet goals, and experience conducting quality assurance reviews. Education:
For GS-07 , you must have at least 1 full year of graduate level education, or have earned superior academic achievement in your bachelor's degree. For GS-09 , you must have master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree.
OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond graduate level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note :
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
