This position is responsible for managing food distribution services, ensuring compliance with program requirements, maintaining community partnerships, and supporting efforts to provide equitable access to nutritious food for individuals and families experiencing food insecurity. The Emergency Services Program Manager plays a key leadership role in ensuring that services are delivered efficiently, respectfully, and in alignment with Martha's Kitchen's mission to nourish our community and improve health outcomes through food. Essential Duties and Responsibilities Program Management Oversee the daily operations of emergency food assistance programs, including pantry distributions, mobile food distributions, and other direct-service initiatives. Ensure programs are delivered safely, efficiently, and in accordance with organizational policies and funder requirements. Monitor program performance, client participation, and service outcomes. Identify opportunities to improve program effectiveness, client experience, and operational efficiency. Assist with emergency response efforts and special food distribution events as needed. Develop new emergency services programs, including obtaining letters of support and memoranda of understanding from partners. Support current food and grocery distribution programs, as needed. Cross-Program Support and Collaboration Serve as a backup to the Food Insecurity Program Manager and provide operational support to ensure continuity of services during staff absences, peak periods, or special projects. Serve as a backup to the Director of Community Outreach with volunteer engagement activities, including volunteer scheduling, coordination, training, and onsite support during staff absences, peak periods, or special projects. Maintain cross-training and familiarity with all program operations to help ensure seamless service delivery across the organization. Collaborate with program leadership to address emerging community needs, support special events, and contribute to organization-wide initiatives. Foster strong communication and teamwork across departments to advance Martha's Kitchen's mission and enhance the client and volunteer experience. Community Partnerships and Client Services Build and maintain relationships with community-based organizations, schools, healthcare providers, government agencies, and referral partners, particularly regional CADRE, VOAD, and COAD groups. Coordinate outreach efforts to increase awareness of available services. Support client intake, referrals, and resource navigation as appropriate. Ensure all clients are treated with dignity, respect, and cultural sensitivity. Compliance, Reporting, and Data Management Maintain accurate program records and documentation. Monitor program compliance with federal, state, county, and organizational requirements. Track service data and prepare reports for funders, leadership, and community partners. Support grant reporting and program evaluation activities. Ensure confidentiality and proper handling of client information. Food Distribution Operations Collaborate with operations and kitchen teams to ensure adequate inventory and food availability. Monitor food distribution processes to ensure food safety standards are followed. Assist with forecasting program needs and coordinating resources. Support inventory tracking and distribution reporting. Qualifications Required Bachelor's degree. Three to five years of experience managing community programs, social services, food assistance programs, or related nonprofit services. Experience supervising staff and volunteers. Strong organizational, communication, and problem-solving skills. Experience with data collection, reporting, and program compliance. Proficiency with Microsoft Office and database systems. Valid California driver's license and reliable transportation. Preferred Experience working in emergency services, social services, public administration, nonprofit management, public health, food security, hunger relief, nutrition, or community health programs. Bilingual proficiency in Spanish, Vietnamese, or another language commonly spoken in the communities served. Knowledge of CalFresh, food assistance programs, and community resource networks. Experience managing grant-funded programs. Experience entering data into Salesforce. Physical Requirements Ability to lift and carry up to 25 pounds. Ability to stand, walk, and move throughout distribution sites and warehouse environments. Ability to travel between program locations and community events, as needed.
