This role is contingent upon contract award About the Job CMENT is seeking a Program Manager to support the Department of Transportation with overseeing a small team of business operations support specialists in a fast-paced executive support environment. Education
  • Bachelor's degree in Business or similar from an accredited college or university. Minimum Required Qualifications
  • Five (5) years of experience in managing executive-level administrative teams
  • Proficient in calendar management,
  • Proficient in travel coordination using the E2 Travel System
  • Proficient in written and verbal communications with and on behalf of executive-level management
  • Microsoft Products (i.e. Word, Excel, Project, and Power Point) as well as Adobe Acrobat, SharePoint Duties Quality Control and Workforce Management
  • Maintain responsibility for the performance, quality control, and schedule of all contractor personnel.
  • Promote quality standards across the task order, mediate conflicts between agency and contractor personnel, and fulfill all DOT onboarding and offboarding logistics (e.g., clearance tracking, badging, GFE return, removal of personal items). Meetings
  • Establish meetings at least quarterly with contractor personnel.
  • Meet at least monthly with the COR (onsite or virtually) to discuss task order performance, unless otherwise directed by the COR. Coverage & Absences
  • Maintain uninterrupted support during core hours.
  • When a contractor provides advance notice of an absence of two (2) or more days, the PM shall consult a coverage plan with the COR immediately.
  • Propose at least one (1) qualified replacement candidate within five (5) business days of awareness of an actual or upcoming permanent gap. Dispute Notification
  • Notify the COR within one (1) business day regarding any allegations of unfair or inappropriate treatment of contractor personnel. Proposed Acceptable Quality Level (AQL): Zero instances of unmitigated coverage gaps during standard core hours; personnel issues are addressed with a corrective action plan provided to the COR within 48 hours. Program Reporting and Coordination
  • Submit a Weekly Task Report compiling accurate workload metrics for each contractor personnel.
Submit a Monthly Status Report (MSR) providing a clear understanding of overarching oversight activities, burn rates, workload trends, key accomplishments, staffing status, and recommended process optimizations. Proposed Acceptable Quality Level (AQL): 100% of weekly reports and MSRs are accurate, complete, and submitted on time. Implementation and Transition Planning
  • Provide transition support (including data and file transfer, material transfer, knowledge handoff, and coordination with outgoing or incoming contractor) so that no more than one (1) documented disruption to critical Government business is attributable to transition activities, as determined by the Government.
Within five (5) business days of notice to proceed (transition-in) and within sixty (60) business days prior to contract expiration or termination (transition-out), the Contractor shall prepare and provide Implementation and Transition-Out Plans acceptable to the CO and COR that support continuity of operations with minimal disruption. Minimum details include schedule, responsibilities, risk mitigation, and communication protocols. Proposed Acceptable Quality Level (AQL): Transition plans are complete, accurate, and delivered in accordance with Government-directed schedules, resulting in uninterrupted continuation of support.   • Ensure coverage by performing the required executive-level administrative duties in the event of personnel absence.
