Job Description

Serves as the micro hospital Lease Manager within the Administrative Section of Facilities Management Service at the Wilmington VA Medical Center (WVAMC). This position reports to the Chief, Facilities Management Service (FMS).
Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/01/2026.
Time-In-Grade Requirement :
Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. In addition to the time-in-grade you must meet one of the following below:
GS-11 SPECIALIZED EXPERIENCE
: Requires one full year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Specialized experience includes but are not limited to: Serves as the facility resource for providing data, reports and analysis to service line and facility leadership to facilitate the development of facility space. Facilitate lease status and management, including operational space redesigns and improvements. Reviews available space, equipment and resources to provide service lines with what they need to set up and maintain operations. Performs short term administrative tasks in connection with planning and implementation of building management through complex lease agreements.

GS-11 SUBSTITUTION OF EDUCATION FOR EXPERIENCE
(TRANSCRIPT
REQUIRED
): Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. -OR- GS-11 COMBINATION
OF EDUCATION AND EXPERIENCE

): Equivalent combinations of successfully completed graduate education in excess of 2 years and specialized experience may be used to meet total qualification requirements.
