Job Description
The Jacksonville Public Library is actively seeking a Literacy Program Specialist. This is professional work in planning, developing, implementing, and maintaining literacy assistance programs. The work requires knowledge of educational and instructional principles, practices, methods, and techniques, needs assessment and computer-assisted instructional programs and software which involves the use of specialized skills, which is acquired through a combination of training and considerable on the job experience. S upports the overall mission of the Library by providing customer service in a manner that creates a positive customer experience. May assign, monitor, and review the work of others. The work involves contact with program participants and others requiring skills in understanding people, sensitivity to others' points of view and persuasiveness or assertiveness necessary to influence behavior, change an opinion or turn a situation around and are important in providing literacy services. Although the work is standardized in that tasks are covered by substantially diversified procedures, because of changing priorities, or different situations, workers have the latitude to consider which of the many procedures or standards should be followed and in what sequence. This requires the use of judgment in searching for solutions or new applications within one's known experiences. The work is performed in an office environment at varied work locations and due to the nature of library operations, the worker may be required to work evenings and on weekends. Operates standard office equipment such as personal computer and a motor vehicle. The physical demands consist mainly of sitting or standing at a workstation for extended period s of time and occasionally lifting and moving light objects. Maintains appearance standards by reporting facilities issues and picking up litter on library grounds. The work is performed under limited supervision where the work assignments are subject to established procedures, practices, precedents, methods, techniques, standards and/or well-defined policies, and the worker plans and organizes the work, determines his/her own priorities, and the work is reviewed, usually after the fact, in terms of quality, volume, timeliness and for adherence to established methods, standards and policies. Conducts appropriate level of instruction for adult students in the areas of basic education, GED ® coursework, English for Speakers of Other Languages, and citizenship preparation. Conducts student assessments and placement into classes. Supports the overall mission of the Library by providing customer service in a manner that creates a positive customer experience. Instructs program participants in the use of computer and appropriate instructional programs. Maintains a classroom environment that is conducive to learning. Uses a variety of instructional methods, materials, and techniques. Evaluates student progress regularly. Maintains accurate, complete, and up-to-date records. Administers student assessment. Keeps abreast of changing technology. Operates standard office equipment such as personal computer using word, spreadsheets, databases, and other related software. Assists with maintaining appearance standards by reporting facilities issues and picking up litter on library grounds. Demonstrates proficiency in the City of Jacksonville's competencies. Performs related work as required. Knowledge of adult basic education and GED ® test content area. Knowledge of educational needs assessment. Skill data gathering techniques. Skill in determining appropriate course of instruction for meeting program participant's needs. Ability to make routine decisions regarding the everyday operation of the classes assigned. Ability to plan ahead for all assigned duties, update knowledge on effective teaching through online training, react to immediate and changing needs of students and supervisors, and provide suggestions for improving program instruction and operation when needed. Ability to learn software used in the program Ability to communicate effectively both verbally and in writing. Ability to develop, organize and conduct literacy training sessions. Ability to establish effective working relationships. Ability to compile and interpret statistical data. Ability to work with diverse populations and to provide services in a non-judgmental and non-discriminatory manner. Ability to operate standard office equipment such as personal computer using word, spreadsheet, databases, and other related software. Depending on assignment, must have ability to travel between various locations to meet the assignments of the position. Four years of education and/or professional level experience teaching persons 16 years of age or older. At least one year teaching experience.
LICENSING/CERTIFICATION/REGISTRATION
A valid drivers' license is required prior to appointment and must be maintained during employment in this class. Must qualify for prior to appointment, obtain and maintain during employment a City of Jacksonville Certification as a Public Driver.OTHER REQUIREMENTS
