Job Description

Critical Response Strategies is seeking an experienced Program Manager to provide overall leadership, coordination, and accountability for a large-scale field verification and case management support operation. The Program Manager serves as the primary operational point of contact for the government's Contracting Officer's Representative and is responsible for ensuring contract performance, deliverable compliance, national logistics coordination, and consistent execution across all regional hubs. This role requires strong program oversight, disciplined communication, field operations experience, and the ability to manage complex, time-sensitive work across multiple teams and geographic regions. Key Responsibilities Serve as the primary operational point of contact for the government Contracting Officer's Representative. Oversee overall contract performance, including field execution, staffing, logistics, reporting, compliance, and deliverables. Manage national-level coordination across regional hubs, field supervisors, administrative support, data teams, and QA/QC personnel. Ensure all work is completed in accordance with contract requirements, performance standards, safety protocols, and reporting timelines. Monitor production metrics, case completion rates, quality trends, staffing levels, routing efficiency, and issue resolution. Coordinate with internal leadership to identify operational risks, staffing gaps, process issues, and corrective action needs. Review and approve operational reports, performance summaries, deliverable packages, and escalation updates. Ensure field teams are properly trained, equipped, scheduled, and supported. Maintain disciplined communication with internal and external stakeholders. Lead operational meetings, status briefings, and performance reviews. Support invoice validation by ensuring completed units are accurate, documented, and audit-ready. Oversee implementation of Corrective Action Plans when performance or compliance issues are identified. Required Qualifications Proven experience managing large-scale government, emergency response, field operations, logistics, case management, or compliance-based programs. Strong understanding of contract deliverables, performance metrics, reporting requirements, and client-facing communication. Experience supervising cross-functional teams across multiple locations or regions. Ability to interpret contract requirements and translate them into operational processes. Strong written and verbal communication skills. Advanced organizational, problem-solving, and leadership skills. Comfortable working in fast-paced, mission-driven environments with changing priorities. Proficiency with Microsoft Office, reporting tools, databases, and operational tracking systems. Ability to pass all required background checks and comply with contract-specific requirements. Preferred Qualifications Prior experience supporting federal, state, or local government contracts. Experience working with field verification, case management, compliance audits, emergency response, or public-facing operations. Familiarity with COR communication, CLIN tracking, deliverable reporting, and quality assurance processes. Experience with Knack or similar relational database platforms. Bilingual skills preferred Work Environment This role may require extended hours, rapid response to operational issues, coordination across multiple time zones, and support for field-based teams operating in varied environments.
