Agency :
The Idaho Division of Career Technical Education (IDCTE) provides administration, leadership, and coordination for secondary and post-secondary programs in career technical education (CTE) across the state of Idaho. With a customer-service focus, the Division leads Idaho's efforts to prepare youth and adults for high-skill, in-demand careers.
Summary:
The Technical Records Specialist 2 provides advanced administrative, records management, and program support for the Educator Certification program within IDCTE. This position performs complex office and program support functions related to the review, tracking, and processing of educator certification applications for secondary and postsecondary career technical education instructors. Working within the Educator Certification team, this role applies program knowledge to evaluate applications, maintain record systems, and ensure compliance with Idaho statute, IDAPA rules, and agency policies. The position requires strong attention to detail, independent judgment, and the ability to manage multiple systems and priorities while supporting stakeholders across the state. This position is a full-time in office position and maintains a Monday - Friday schedule. No remote schedule is available.
Responsibilities:
Certification Application Processing Review, evaluate, and process educator certification applications for new and existing secondary and postsecondary CTE instructors. Apply Idaho statute, IDAPA rules, policies, and procedures when reviewing applications and supporting documentation. Track certification applications, correspondence, and supporting materials to ensure timely and accurate processing. Contact applicants to obtain additional information and prepare application packets for review and final authorization. Certification Records and Data Management Maintain certification records within the Teacher Certification Application (TCA) database and related systems. Scan and organize documentation within applicant records and maintain accurate digital files. Identify or create EDUID numbers and submit system requests (e.g., OTIS tickets) to resolve data issues. Ensure secure handling, transmission, and storage of personally identifiable information (PII). Program Coordination and Stakeholder Support Provide customer service and technical assistance to educators, school districts, and stakeholders regarding certification requirements and processes. Respond to inquiries via phone, email, and in-person communication. Coordinate with the Idaho State Department of Education and other partners to support certification processing. Process Occupational Specialist certification applications and issue recommendation letters and certificates. Administrative and Program Support Support the Educator Certification Director through scheduling, communications, and coordination of activities. Prepare meeting materials, agendas, and documentation as needed. Maintain systems for tracking certification communications, application status, and follow-up activities. Develop and maintain standard operating procedures (SOPs) and program documentation. Division Operations Support Support division initiatives, including conferences, training events, and educator onboarding activities. Collaborate with internal teams on projects and provide administrative support as needed. Assist with office coverage and division-wide administrative functions. Perform related duties as assigned.

Responding to inquiries and explaining program requirements, Idaho Code, IDAPA rules, or processes to staff, applicants, or stakeholders. Experience analyzing information and researching a variety of sources to identify and resolve problems or issues dealing with individuals from varying cultural and socio-economic backgrounds in stressful situations.

Conducting records searches, reviewing documentation, and compiling information from multiple databases or program records. Experience entering and retrieving data using a computerized record system.
Typically gained by:
Using databases, spreadsheets, or records management systems to input, update, and retrieve program information. Experience composing and proofreading business correspondence.
Typically gained by:
Responding to inquiries and assisting internal staff or the public with records requests or program information.
Preferred Qualifications:
Experience working with educator certification systems or education program databases. Experience using technology tools and digital systems to improve workflow efficiency, communication, or records management. Experience supporting state or federally funded education programs. Experience using spreadsheet or database software to manage data and produce reports. Experience maintaining program documentation or standard operating procedures. Experience working with sensitive or confidential information. Experience collecting, organizing, and analyzing data to support program operations. Experience managing high-volume administrative or records-processing workloads with competing deadlines. Familiarity with Idaho's education system or educator certification processes.
