Job Duties What You'll Do:
The Center of Public Health Excellence (CPHE) is seeking a dedicated Human Services Program Consultant to support the Medicare Rural Hospital Flexibility (Flex) Program and Rural Health Transformation (RHT) Program, with a specific focus on strengthening Emergency Medical Services (EMS) in rural Ohio.
Job duties include:
Implement EMS-related activities for the Flex and Rural Health Transformation programs, collaborating with rural EMS agencies and community partners. Provide technical assistance to rural EMS agencies on quality improvement, workforce, sustainability, and regulatory issues. Plan and facilitate meetings, webinars, and conferences for EMS stakeholders. Support rural communities in assessing needs, completing applications, and tracking progress toward program goals. Assist in preparing grants, contracts, funding announcements, and reviewing proposals and budgets. Maintain relationships with EMS partners and provide guidance on evidence‑based practices and funding opportunities. Conduct administrative duties such as responding to inquiries, participating in workgroups, completing research, and staying current on rural EMS trends. Normal working hours are Monday through Friday 8:00 am to 5:00 pm. This is an hourly position , with a pay range of 12 on the 1199 Pay Range Schedule. Qualifications Position Qualifications:
Completion of undergraduate core program in social or behavioral science, health or pre-medicine or comparable field; AND 18 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider. -Or completion of graduate core program in social or behavioral science or medicine-related or comparable field; AND 6 mos. exp. in delivery of human services, health care services or medical assistance in governmental, community or private human support services agency or medical provider. -Or equivalent of Minimum Class Qualifications for Employment noted above. •Applications of those who meet the minimum qualifications will be further evaluated against the following criteria: Bachelor's or advanced degree in social or behavioral sciences, medical or health related area EMT Basic, EMT Advanced, Paramedic or Community Paramedic Certification Experience working with EMS Providers and Agencies Experience recruiting health providers and/or organizations Experience providing consultation/technical assistance to EMS agencies, hospitals, community health centers, and/or community mental health agencies Experience in program budgeting Experience writing reports, articles, web content and correspondence Experience with computer software (e.g., Word, Access, Excel, PowerPoint) Experience preparing and delivering presentations Experience in grant writing All eligible applications shall be reviewed considering the following criteria: qualifications, experience, education, active disciplinary record, and work record.

ALL ANSWERS TO THE SUPPLEMENTAL QUESTIONS MUST BE SUPPORTED BY THE WORK EXPERIENCE/EDUCATION PROVIDED ON YOUR CIVIL SERVICE APPLICATION.
Unless required by legislation, the selected candidate will begin at Pay Grade 12, Step 1 of the union (SEIU/1199) Pay Range Schedule ($32.69 per hour), with an opportunity for pay increase after six months ($34.35) of satisfactory performance and then a yearly raise thereafter.
