Job Description
POSITION SUMMARY
ICAP is a private, non-profit agency mobilizing private and public sector resources to help low and moderate income people improve their living conditions. The BJR County Community Outreach Specialist will work in conjunction with a multitude of human services and government agency representatives to coordinate program activities, and provide information and referrals to clients as needed. This position is also responsible for program intake of ICAP programs; Energy Assistance, Housing Choice and Weatherization. Information/Referral in Blackford, Jay and Randolph counties, where services will be delivered to requesting clients. The Outreach Specialist will be based out of the Muncie office and will also assist in the operation of the Delaware County ICAP office in the absence of the EAP Deputy Coordinator.QUALIFICATIONS REQUIRED
One year college and or one year experience in social service field. Proficiency with Microsoft Word, Excel, Power Point and web based applications or; High school diploma with 3 years-experience with a human services organization.Plus:
Consent to a limited criminal history review. Must possess a valid driver's license and consent to and successfully pass a Bureau of Motor Vehicles license review. Must have reliable transportation and vehicle liability insurance. Must complete Housing Choice certifications within 6 months of commencing employment.MAJOR DUTIES/FUNCTIONS/RESPONSIBILITIES
Complete customer intake applications for all ICAP programs as directed. Provide customer intake services and oversight of CSBG program funds. Establish, develop and maintain effective working relationships with human service and government agency representatives. Process referrals from other agencies and centers appropriately. Assist with needs assessment and outreach activities and forward referrals to other agencies as appropriate. Process and complete all program specific administrative paperwork in a timely manner. Possess an understanding of ICAP program regulations and guidelines. Assist in preparing program applications, ability to verify and compute household income for program eligibility. Assist staff to ensure application integrity, regulatory compliance and customer service excellence when appropriate. Attend relevant trainings to increase knowledge of programs as directed by supervisor. Other duties as assigned.ENERGY ASSISTANCE PROGRAM
Be knowledgeable of program regulations and guidelines and attend relevant trainings to increase expertise of program. Work with utility providers in order to assist households who face disconnection of services. Assist households in the accurate completion of the EAP application. Provide information and referral services for households seeking EAP services. Work with local organizations, churches and trustees in securing funding for program services. Submit program reports timely. Provide client referrals to other social service support agencies as appropriate. All other duties and responsibilities as assigned.HOUSING CHOICE
Complete HCV applications, including income verifications. Work with area landlords in promoting the program and recruiting new landlords to participate. Effective interpersonal skills with the ability to educate program tenants on the rules and regulations of the program. Able to facilitate discussions with tenants and answer questions clearly and accurately. Accept and process referrals for HCV services. Attend meetings as requested. Able to input data into HCV database without errors. Assist clients in securing resources to meet housing needs. Knowledge of federal, State and local regulations as it pertains to housing and renters' obligations and rights.WEATHERIZATION
Possess a basic knowledge and understanding of the program and how application for services is rendered. Respond to clients requesting services and direct them to ICAP weatherization administrative offices. Develop working relationship with area vendors and HVAC installers to promote program and encourage participation. Attend basic training events as directed.KNOWLEDGE/SKILLS/ABILITIES/OTHERS
Demonstrated ability to communicate effectively, both written and verbally. Respectful of program customers and demonstrates excellent customer services skills. Be knowledgeable of programs and able to effectively communicate with program customers regarding the program of interest. Educate customers regarding the functions of the programs. Answer questions clearly and accurately. Effective interpersonal skills with experience in obtaining financial information from program participants. Work well independently and as a team member, cooperating with department and agency staff, general public and customers. Project management skills including self-directed/motivated; possess excellent time management skills, able to prioritize numerous responsibilities for timely task completion. Comply with ICAP's "Professional Conduct" code and "Confidentiality" policy as outlined in the Personnel Policies Handbook. Adaptable to a variety of job requirements and situations. Be detail oriented and work well under pressure. Must possess computer and software knowledge to include: MS word, Excel and Power Point with the ability to learn program specific computer applications specifically RIAA. Ability to communicate, coordinate, supervise and provide guidance and direction to Delaware County ICAP office and temporary EAP employees while adhering to all agency and funding source's policies and procedures when acting as replacement office manager. Can accept supervision and direction with a positive attitude. Support ICAP Programs through providing community education and Public Relations. May be requested to work overtime as necessary.PHYSICAL REQUIREMENTS OF POSITION
Sit for long periods at a desk and computer in a climate controlled office. Able to travel to satellite counties. Able to walk, bend, crouch, climb stairs, lift up to 35 lbs.SUPERVISION RECEIVED
