The Regional SHINE Program Director provides strategic and operational leadership for the SHINE Program, ensuring high-quality counseling, outreach, and education services for Medicare-eligible individuals throughout 37 communities. This role ensures high-quality, compliant program delivery aligned with AgeSpan and the Executive Office of Aging & Independence (AGE) SHINE program goals.Essential Functions:
(Core duties or tasks that are fundamental and not marginal to the performance of the job) Provide overall leadership and management of the regional SHINE Program, ensuring alignment with AgeSpan and AGE priorities. Oversee program operations, including planning, implementation, evaluation, reporting, and continuous improvement. Ensure compliance with all state and federal requirements, including contracts, certification standards, and reporting protocols. Maintain accurate program data, reporting systems, and documentation (including STARS and SHIP TA access). Develop and manage program budget and resources. Respond to AGE requests for information, including required reports and site visits. Expand and maintain regional counseling sites and manage Memorandums of Understanding (MOUs) with counseling sites and partners. Oversee referral processes and ensure timely response to community inquiries. Recruit, hire, train, and supervise program staff. Lead recruitment, screening, training, placement, and retention of volunteer and in-kind counselors; provide ongoing supervision, mentoring, and performance feedback. Assign and coordinate counselor placements and schedules to meet program and community needs. Ensure all counselors adhere to CLAS standards, the SHINE Counselor Agreement, and program protocols. Monitor counselor performance, documentation, and compliance with required activity levels. Address performance concerns and implement corrective action when needed. Provide direct counseling to Medicare beneficiaries, and support counselors with complex counseling situations, determine and manage escalations as needed. Plan and implement counselor recognition and appreciation activities. Conduct and coordinate initial and ongoing counselor trainings using state-approved materials. Ensure all staff and counselors meet and maintain certification and recertification requirements. Facilitate monthly team and counselor meetings, including Open Enrollment training. Engage guest speakers and provide continuing education opportunities. Review and disseminate policy and program updates fromAGE SHINE
staff. Ensure accurate completion and review of Beneficiary Contact Forms and data entry. Support Prescription Drug Enrollment Outcomes (PDEO) initiatives and audits. Serve as a subject matter expert on Medicare, Medigap, Medicare Advantage, and Prescription Drug Plans, as well as related public benefits. Develop and implement outreach strategies to increase program visibility and access. Coordinate, schedule, and conduct community presentations, outreach events, and Health Benefits University sessions. Represent the SHINE Program at meetings, community events, media engagements, and public forums. Build and maintain partnerships with SHINE host sites, community organizations, healthcare providers, and social service agencies. Contribute program updates and materials to newsletters, websites, and social media. Participate in AGE Regional Director meetings and statewide SHINE initiatives; attend required trainings, conferences, and professional development opportunities. Collaborate with AgeSpan departments and external partners to enhance service delivery. Attend monthly AgeSpan all staff and Community Programs meetings. Qualifications Bachelor's degree required and 5-7 years' experience in program management, preferably in health, aging, or human services. Demonstrated understanding of health care programs including Medicare, Medigap, Medicare Advantage, Prescription Drug Plans, and public benefits programs. SHINE certification or ability to obtain and maintain SHINE certification through the Executive Office of Aging & Independence within first six months of employment. Strong leadership and team management skills, with experience supervising both staff and volunteers. Excellent interpersonal, mentoring and mediation skills. Excellent training and facilitation skills, with the ability to communicate complex information clearly to diverse audiences. Strong organizational, problem-solving, and decision-making abilities. Excellent written and verbal communication skills, including public speaking. Strong computer skills, including Microsoft Office Suite and Excel and experience with database management, as well as the ability to facilitate learning and train others on systems and tools. Ability to build relationships and collaborate effectively across diverse communities, interdisciplinary teams and stakeholders. Cultural competence and a demonstrated commitment to serving older adults, individuals with disabilities, and diverse populations. Knowledge of the elder services network; experience with the disability community preferred. Highly flexible and adaptable, with the ability to reprioritize tasks in a fast-paced, dynamic environment. Willingness to travel throughout the region for meetings, trainings, and outreach events. Occasional evening or weekend hours may be required Must be able to regularly lift and carry items weighing up to 30 pounds. Bilingual skills a plus.Hours :
37.5 per week At AgeSpan, we carefully consider a wide range of factors when determining rate of pay. Actual rate of pay depends on factors including but not limited to internal equity, experience, and qualifications. The pay range for this position is $88.000 - $90,000/year.
