Overview:
Echo Five Group (EFG) is seeking a highly skilled and versatile Program Manager to provide comprehensive contractual support to the Department of the Navy's Office of Civilian Human Resources (OCHR). This role supports a range of high-visibility initiatives across education, workforce development, strategic planning, and legislative affairs. What You'll Do:
Provide overall leadership and management for complex task orders and client initiatives. Evaluate performance outcomes and recommend improvements to support short- and long-term success. Direct project activities and resources to meet technical and performance requirements. Develop and deliver high-impact presentations and written communications. Lead and facilitate client meetings, prepare agendas, track action items, and document meeting outcomes. Support senior Navy leaders with strategic recommendations and decision-making tools. Implement change management strategies to enable adoption of new policies and organizational processes. Oversee timely execution of deliverables and ensure adherence to quality standards. Secure follow-on work while seeking to grow current or new task orders.
Qualifications:
Master's degree in business, Public Administration, Policy, HR Management, or related field (PhD may substitute for two years of experience). Minimum 10 years of relevant experience in program or project management, preferably supporting DoD or Navy clients. PMP Certification required. Demonstrated experience in strategic planning, workforce development, and legislative affairs. Exceptional analytical, communication, and organizational skills. Proven ability to manage competing priorities and lead multi-functional teams. Proficiency in Microsoft Office Suite (PowerPoint, Word, Excel, Project). Must be eligible to obtain and maintain a DoD SECRET Clearance and CAC.
