Senior Program Manager (Knowledge Management & Engineering)
Location:

TS/SCI with Polygraph Required Role Overview Red Arch Solutions is seeking a high-caliber Senior Program Manager to lead a flagship mission-critical program supporting the IC and DoD. You will oversee a multi-disciplinary team of 200+ employees and subcontractors focused on the full lifecycle of entity-based knowledge solutions—from ingestion and discovery to triage and global collaboration. This is a "total ownership" role. You will be responsible for the strategic execution, financial health, and technical excellence of a complex portfolio that integrates software development, analytic enrichment, and multi-agency outreach.
Key Responsibilities Large-Scale Leadership:
Direct and synchronize a workforce of 200+ personnel across multiple functional areas (Engineering, Architecture, Software Dev, Training, and Sustainment).
Mission Lifecycle Management:
Execute "cradle-to-grave" product management, including the modernization of high-performing knowledge products and the secure decommissioning of legacy systems.
Agile Governance:
Champion and refine the program's Agile Framework, ensuring the Software Development Lifecycle (SDLC) and Requirements Management processes are efficient, transparent, and compliant.
Cross-Domain Collaboration:
Serve as the primary interface between Government leadership, DoD stakeholders, and Second Party Partners (2PP) to align technical roadmaps with mission objectives.
Operational Excellence:
Oversee systems certification and accreditation (A&A), performance specifications, and the creation of robust technical documentation to ensure long-term maintainability.
Financial & Subcontractor Oversight:
Maintain full P&L responsibility, including subcontractor performance, budget forecasting, and resource allocation to ensure 100% contract compliance.
Required Qualifications Experience:
15+ years of progressive experience in Program Management, managing programs and contracts of similar scope, type, and complexity is required. Direct experience in managing multi-task contracts and subcontracts of various types and complexity, as well as experience in leading a multi-vendor environment is required. Shall be knowledgeable of the guidelines provided by the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), DoD. Must have demonstrated experience in conducting requirements analysis, resource allocation, project costing, deliverable tracking, schedule and financial data monitoring, and reporting. Must have at least three (3) years of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms
Technical Literacy:
Deep understanding of Knowledge Management ecosystems (Knowledge Storage, Discovery, Triage, and Collaboration) and large-scale data ingestion/analytics within cloud environments.
Framework Mastery:
Expert-level knowledge of Agile methodologies (SAFe, Scrum, or Kanban) and the ability to apply them to complex, multi-organizational workflows.
Strategic Autonomy:
Proven track record of managing complex programs with minimal corporate oversight; ability to make high-stakes decisions under pressure.
Clearance:
Active TS/SCI with Polygraph.
Education:
Bachelor's degree in a technical or business field (Master's or MBA preferred). Desired Skills & Certifications PMP or PgMP Certification (highly preferred). Familiarity with Cloud Architecture (AWS/Azure) and DevSecOps pipelines. Prior experience managing transitions between prime contractors or large-scale system migrations.
