THIS POSITION IS CONTINGENT BASED ON CONTRACT AWARD.
Compass Systems Inc. is seeking an experienced Program Management SME / Analyst to support USSOCOM and
NAVSPECWARCOM
unmanned systems (UxS) programs. This position provides comprehensive programmatic, financial, and analytical support to ensure effective planning, execution, and sustainment of SOF-peculiar UxS capabilities. The SME will coordinate across government stakeholders, program offices, and operational units to support program execution, resource planning, and lifecycle management. This role requires a strong understanding of DoD acquisition processes, financial management, and the Planning, Programming, Budgeting, and Execution (PPBE) system. The position plays a critical role in aligning program objectives with mission requirements and ensuring compliance with applicable DoD, USSOCOM, and
NAVSPECWARCOM
policies.
Job Functions:
  • Provide program management and analytical support for UxS programs across USSOCOM and
NAVSPECWARCOM
  • Support planning, execution, and sustainment of SOF-peculiar UxS capabilities in alignment with mission objectives
  • Analyze program performance, funding execution, and resource allocation to ensure efficiency and effectiveness
  • Support development and management of program budgets in accordance with the Planning, Programming, Budgeting, and Execution (PPBE) process
  • Coordinate with government stakeholders, program offices, and cross-functional teams to support program execution and integration
  • Develop, review, and maintain program documentation, including briefings, reports, and acquisition-related materials
  • Support DoD acquisition lifecycle activities, including requirements development, program tracking, and milestone support
  • Identify program risks and provide recommendations to mitigate cost, schedule, and performance impacts
  • Assist in financial analysis, cost estimation, and funding requirement development
  • Ensure compliance with applicable DoD, USSOCOM, and
NAVSPECWARCOM
policies, regulations, and procedures
  • Support data collection, analysis, and reporting to inform decision-making and program improvements
  • Provide support for meetings, working groups, and program reviews with government stakeholders
  • Contribute to continuous process improvement efforts to enhance program performance and efficiency
Requirements:
Required Qualifications:
  • Active TS/SCI Security Clearance
  • Bachelor's degree from an accredited institution in Business, Finance, STEM, or a related field
  • Minimum of eight (8) years of experience in program management, program analysis, or financial management within the Department of Defense
  • Minimum of five (5) years of experience supporting USSOCOM, NAVSPECWARCOM, or other Special Operations Forces (SOF) organizations
  • Demonstrated knowledge of the DoD acquisition process and lifecycle management
  • Experience working within the Planning, Programming, Budgeting, and Execution (PPBE) system
  • Strong analytical and problem-solving skills with the ability to assess program performance and provide actionable recommendations
  • Experience developing and delivering briefings, reports, and program documentation for senior leadership
  • Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
  • Strong written and verbal communication skills
Required Certification:
  • Certified Defense Financial Manager (CDFM) or equivalent certification (as determined by Government) Preferred Qualifications
  • Experience supporting unmanned systems (UxS) programs (UAV, USV, UUV, UGV)
  • Familiarity with SOF acquisition processes and requirements development (e.g., SOFCIDS)
  • Experience supporting program reviews, financial planning, and acquisition milestones
  • Experience working within joint or multi-agency environments
Physical Requirements:
  • While performing the duties of this job, the employee routinely is required to learn and apply new information and/or skills. Must be able to interpret data, information, and documents.
  • Occasional Travel may be required. 10%
  • Occasionally will need to lift/and or move up to 10lbs.
  • This is largely a sedentary role; This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
