Job Description

VOUCHER PROGRAM SPECIALIST 043-26 VOUCHER PROGRAM SPECIALIST GENERAL SUMMARY
The purpose of this position is to designs, implement, and administer a County-funded Housing Voucher Program to expand affordable housing access and improve traditional models like HCV and PBV. It develops a flexible, locally responsive framework that reduces barriers, promotes self-sufficiency, and reflects local market conditions. The Specialist collaborates with County departments, landlords, service providers, and community partners to ensure the program is effective, equitable, and aligned with County housing and homelessness prevention goals, including the Keys to Kalamazoo Housing Framework.
ESSENTIAL DUTIES & RESPONSIBILITIES
Program design and development: Design and implement a county Housing Voucher program informed by best practices from federal, state, and local voucher models. Program administration and operations: Oversee day-to-day administration of the County Housing Voucher Program, including eligibility determinations, participant onboardings, and ongoing compliance monitoring. Partner and landlord engagement: Build and maintain relationships with landlords, property managers, and housing providers to expand the supply of units available to voucher participants. Policy, program evaluation and continuous improvement: Monitor program performance and participant outcomes to assess effectiveness and equity. Coordination support with other County Housing Initiatives. Training and education. Perform related work as required
MINIMUM QUALIFICATIONS
Required Education and Experience Bachelor's degree in public administration, accounting, law, urban planning, social work, or related field. 3-5 years of experience, working with rental assistance programs, housing subsidies, or income-based eligibility systems. Any equivalent combination of training, education, and experience that provides the required skills, knowledge, and abilities. Required Licenses or Certifications Valid Michigan driver's license. Certified Specialist of Housing Choice Vouchers designation or equivalent certification to be completed within one year of hire.
