THIS IS A TITLE 5 EXCEPTED NATIONAL GUARD POSITION
•This position is loced in the United Ste Property and Fiscal Officer (USPFO), Agreements Branch. The purpose of this position is to be responsible for administering and coordining a complex Federal assistance agreement (grant, cooperive agreement), and support agreement portfolio which includes serving as a technical authority and resource with external recipients, Army Nional Guard (ARNG) units, Air Nional Guard (ANG) wings, in some stes United Stes Space Force squadrons, and Joint Forces Headquarters staff offices. 1. Provides authoritive technical advice on all aspects of grant/financial mechanisms across two current and overlapping fiscal years (Federal and Ste), across all open and active federal fiscal years (standard Not to Exceed five fiscal years for Cooperive Agreements), and through Continuing Resolution Authority (CRA) periods when applicable. Responsible for administering and coordining a complex grants portfolio including Cooperive Agreements (CA) and highly technical special projects th have a value in the tens of millions of dollars and last up to two decades. 2. Interprets, develops, and applies approprie regulions, policies and procedures reling to a variety of grant mechanisms. Participes in grant review meetings with key organizional and non-Federal recipients and provides administrive and budgetary informion. 3. Advises others including Federal staff, and non-Federal recipients to accomplish the program goals. Keeps supervisors and staff informed of administrive issues and developments. 4. Performs qualitive and quantitive techniques to analyze and measure the effectiveness, efficiency, and productivity of the DoD Component GT&C, and Military Construction Cooperive Agreements, support agreements, and cooperive agreements reled to their technical programs (examples include ARNG and ANG Facilities Operions and Maintenance Programs, Security Guard Program, Military Academies, ChalleNGe and StarBase Youth Programs; Full-Time Dining Facility Operions, Aviion Training and Base Operions, Electronic Security Systems Operions and Maintenance, Sustainable Range Program and Telecommunicions, Distance Learning, and the ARNG Professional Educion Center (PEC) Operions; and ANG Comb Readiness Training Center (CRTC) Base Opering Support, Air Traffic Control Activities, Fire Protection, Nural and Cultural Resources Management, Family Readiness and Support Program; and Homeland Defense initiives for the ARNG and ANG). 5.
