Job Description:
Program Manager - Capital Projects | Pharma/Biotech Manufacturing ???? St. Joseph, MO (100% Onsite) ???? 24-Month Contract | High Likelihood of Extension or Conversion We are seeking an experienced Program Manager to lead a large-scale manufacturing facility construction and commissioning project within a highly regulated pharma/biotech environment. This role will oversee end-to-end project execution for a major capital expansion initiative and serve as the primary point of coordination across engineering, operations, quality, validation, contractors, and executive stakeholders.
Key Responsibilities:
  • Lead delivery of large capital projects ($80M-$100M+) from design through commissioning
  • Manage project schedules, budgets, forecasting, burn rates, and variance reporting
  • Oversee contractors, EPC firms, vendors, and subcontractors
  • Drive scope management, change control, risk mitigation, and stakeholder communication
  • Coordinate cross-functional teams including engineering, operations, quality, validation, and regulatory groups
  • Ensure compliance with GMP, HSE, and regulatory requirements throughout construction and startup activities
  • Support procurement, commissioning, qualification, and validation efforts
Required Experience:
? 10+ years of program/project management experience ? Large capital construction/project delivery experience in pharma, biotech, biologics, vaccine, or other regulated manufacturing environments ? Strong background with project scheduling, cost management, contractor oversight, and executive reporting ? Experience leading fully onsite project execution ? Bachelor's degree in Engineering, Construction Management, or related field ? PMP certification preferred
Preferred:
  • Vaccine manufacturing or biologics facility experience
  • Primavera P6 or Microsoft Project expertise
  • Experience with
IQ/OQ/PQ, GMP
