Job Description

Program Support Officer 2 - ( 26141329 ) The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Office of Inspector General. The position plays a primary role in the issuance of certificates of need to health care providers based upon provider specific state law and regulations; evaluates managed care plans for compliance with network adequacy statute and Administrative Rules of Montana (ARMs) to ensure the adequacy, accessibility, and quality of health care services offered under a managed care plan; oversees compliance with statutory provisions of the independent peer review process; manages the Rural Hospital Flexibility grant; and provides staff assistance to flex grant contractors in the administration of the Rural Hospital Flexibility Program. The position provides technical and research support for Office of Inspector General administration on specific health care issues as needed. Research performed includes the continuous review and assimilation of health care industry trends, laws, and other issues affecting Montana healthcare planning. The position is responsible for the design and utilization of appropriate survey tools to assess the status of Montana healthcare services and facilities, and the design, use, and maintenance of healthcare databases. This position provides advice and technical assistance to department management, as well as other state and local leadership on program processes. Qualifications for this Career Opportunity Knowledge of MCA and ARMs, as they apply to the Certificate of Need (CON) program and the State Health Care Facility Plan (SHCFP), Network Adequacy, Quality Assurance, and Independent Peer Review programs; Knowledge of departmental and Office policies and procedures concerning CON, Network Adequacy, Quality Assurance, Independent Peer Review, Rural Hospital Flexibility Grant Programs and state government practices; Ability to interpret complex state and federal regulations and policies and translate into action for preventive or remedial agency action; Knowledge of State procurement and contracting processes; Knowledge of the principles and practices of effective and efficient program organization Strong communication skills to explain rules and regulations, and justify or defend changes and facilitate or train others; Ability to generate mathematical calculations to update SHCFP projections of need and guidance in determining need for healthcare facilities and services covered by CON law; Ability to effectively research topics, gather information, and report findings; Ability to make difficult, logical, systemic decisions considering the impact on others. Ability to write clearly and concisely, and prepare and defend professional documents and proposals. Use personal computer and management information systems—thorough knowledge of programs such, as but not limited to: WORD, Access, Excel, and Outlook. Additional Information This position may be eligible for partial telework within the state of Montana. Specific conditions will be provided by the supervisor and must adhere to state policy. This position may be eligible for a statutory $1.00 an hour base pay increase effective July 1, 2026.
