Job Description

This position manages the municipality's pretreatment program, ensuring industrial users and the wastewater treatment facilities comply with federal, state, and local regulations. The Pretreatment Program specialist ensures compliance by preparing, updating, and maintaining all required documents and reports, inspecting industrial and commercial users, issuing permits, and enforcing compliance to protect sewage infrastructure, treatment plants, and employees. The role involves analyzing technical data, writing and reviewing reports and enforcing violations. An employee in this position performs complex, technical work including the monitoring of industrial wastes and domestic wastewaters from partner entities tributary to wastewater facilities in Harnett County. This includes collecting and analyzing wastewater samples; evaluating and reporting sample analysis results; monitoring legal requirements; preparing required reports; monitoring discharges; reducing harmful elements in those discharges; monitoring odors; and identifying strategies to reduce related costs.

FUNCTIONS OF THE POSITION
Manages the Industrial Pretreatment Program for Harnett County, including permit issuance and compliance, industrial inspections. Maintains Headworks and Allocation Table. Maintains the Industrial Waste Survey, Long-Term Monitoring Plan, and the Enforcement Response Plan, FOG Ordinance, and Sewer Use Ordinance as well as updating them as necessary. This position requires a strong understanding of Federal, State, and Local Law as well as the ability to understand and enforce new regulations, and emerging contaminants. Must be able to present information about emerging contaminants to supervisors and industries. Must be able to understand and determine how emerging contaminants will affect the wastewater treatment facilities, permits, industrial, and commercial users. Must be able to review site plans and permit applications for industrial and commercial permits and restaurants to issue proper permits and determine if the type and size of proposed pretreatment will adequately pretreat the wastewater. Sets up sampling systems to monitor compliance; communicates with industries concerning compliance/non-compliance; inspects industrial and commercial sites; maintains records; and analyzes program results. Recommends program changes; monitors and records data for remediation sites. Coordinates laboratory analysis for pretreatment sample analysis; reviews results for compliance; and generates information for surcharging when necessary. Interprets laboratory tests; prepares reports; and enforces response plan, Sewer Use Ordinance and Fats, Oil and Grease Ordinance. Consults with, informs, and advises industrial officials about controls to be used, defects found, or changes in treatment process and regulations. Participates in updating ordinances, policies, and practices; calculates charges for exceeding permitted limits. Calculates industrial permits; communicates with industries; monitors industry performance in meeting permitted levels; and assesses fines for non-compliance. Manages County Fats, oil and grease control program; works with restaurants to implement program; inspects grease traps; and advises restaurants regarding program. Does community outreach and education for the FOG program. Sample partner entities for compliance and surcharges for high strength wastes. Assists in training new or less experienced staff. Performs special research, projects, or programs for the work unit. Manages and oversees septage haulers and discharges to WWTP. Handles odor control activities for sewer lift stations; maintains chemical inventory; works on feed pumps; and handles odor complaints. Must be able to drive and operate a vehicle to travel as needed. Performs other related duties as assigned.
MINIMUM REQUIREMENTS TO PERFORM WORK
High school diploma with courses in environmental science or a related field; Four (4) years of experience working in treatment plant operations, laboratories, or pretreatment preferred; Or equivalent education and/or experience. Possession of a NC Wastewater Operations Grade II Level Certification preferred. Possession of a NC Pretreatment Certification II (and ability to obtain level III within 2 years of being hired) is required. Possession of a NC Collections Certification desired. Possession of a NC Lab Certification desired. Possession of a NC Physical/Chemical Certification desired. Possess and retain valid NC driver's License required. KNOWLEDGE, SKILLS, and
ABILITIES
Knowledge of state/federal laws and regulations and water/wastewater standards relating to the operations of an environmental laboratory. Knowledge of sampling techniques and laboratory test development procedures. Knowledge of methods and processes of water and/or wastewater treatment. Ability to correspond effectively with industries, management, and regulatory agencies. Knowledge of safe work practices and procedures. Knowledge of principles and practices of supervising, training, evaluating personnel, and budget administration. Ability to prepare and maintain a variety of complex technical records and reports. Skill in utilizing equipment used in laboratory analyses. Skill in researching. Skill in communicating, both verbally and in writing. Skill in using, calibrating, maintaining, and repairing equipment. Ability to maintain effective relationships with those contacted in the course of work. Proficiency in Microsoft Word, Excel, Access Databases, and PowerPoint is required. Ability to organize and maintain digital and paper records. Ability to make and present presentations.
PHYSICAL DEMANDS
Must be able to perform medium work frequently exerting up to 30 pounds of force to lift, carry, push, pull, or otherwise move objects; and occasionally requiring to exert up to 50 pounds of force to move objects. This work also involves the physical abilities of balancing, climbing, crouching, feeling, grasping, handling, perceiving sounds at normal speaking levels, discriminating among sounds, kneeling, lifting, having manual dexterity, using mental acuity, pulling, pushing, reaching, speaking, standing, stooping, expressing ideas by the spoken word, and walking. An incumbent must also possess the visual acuity to analyze data, work with color, determine accuracy or observe situations, operate equipment, and inspect for defects.
WORK ENVIRONMENT
The employee may be subject to hazards at plants, restaurants, and other sites and is exposed to various elements, chemicals, grease, odors, and job-related potential hazards.
