Program Manager -
Residential Developmental Disabilities Services Pay:
$29.00 per hour
Location:
Eugene, OR Schedule:
Full-time (Temp-to-hire) Monday-Friday, 8:00 AM-4:00 PM Participation in an on-call rotation is required Flexibility may be required to meet program, staffing, and emergency response needs Lead Teams. As a Program Manager, you will provide leadership and oversight for residential programs supporting individuals with intellectual and developmental disabilities (I/DD). You will play a key role in ensuring high-quality services, regulatory compliance, staff development, and operational excellence while fostering a culture of respect, accountability, and person-centered support. What You'll Do Program Leadership & Operations Provide leadership and oversight for residential programs serving individuals with intellectual and developmental disabilities. Ensure services are delivered in accordance with agency policies, Oregon regulations, and best practices. Maintain a safe, respectful, and person-centered environment that promotes dignity, choice, health, and safety. Oversee daily program operations, staffing, scheduling, and resource allocation. Ensure adequate staffing levels to meet participant needs. Support transportation needs and ensure continuity of care when coverage is needed. Participate in an on-call rotation and provide emergency response support as required. Adapt effectively to changing operational and staffing needs. Compliance & Quality Assurance Ensure compliance with Oregon Administrative Rules (OAR), including OAR 411-323 and
OAR 411-325.
Conduct quality assurance reviews and compliance audits. Monitor documentation systems for accuracy, completeness, and regulatory compliance. Maintain licensing readiness and organized program records. Coach and support staff on documentation standards and compliance expectations. Identify opportunities for operational improvement and implement corrective action plans. Promote continuous quality improvement across assigned programs. ISP Oversight & Service Coordination Oversee the development, implementation, review, and monitoring of Individual Support Plans (ISPs). Ensure services align with participant goals and desired outcomes. Train and support staff on ISP implementation and documentation requirements. Monitor health, behavioral, financial, and relationship supports for individuals served. Ensure documentation accurately reflects services provided and progress toward goals. Promote person-centered planning practices throughout the program. Staff Leadership & Development Recruit, train, mentor, supervise, and evaluate team members. Foster a culture of accountability, professionalism, collaboration, and continuous learning. Conduct team meetings and facilitate staff development activities. Support onboarding and training for new employees. Provide coaching, performance feedback, and professional development opportunities. Promote positive communication and teamwork throughout the organization. Crisis Response & Support Respond appropriately and efficiently to emergencies and behavioral crises. Utilize Oregon Intervention System (OIS) principles and interventions as trained. Provide leadership and support during critical incidents. Assist with direct support responsibilities when staffing or emergency situations require. What We're Looking For Education High school diploma or GED required. Associate degree or higher in Human Services, Psychology, Healthcare Administration, Business Management, Social Services, or a related field preferred. Experience Minimum of two (2) years of supervisory or management experience required. Experience supporting individuals with intellectual and developmental disabilities preferred. Residential program management experience preferred. Experience with Oregon DD licensing requirements, compliance, quality assurance, and ISP oversight preferred. Technical Skills Strong computer proficiency and ability to learn agency software systems. Ability to review, interpret, and apply regulations, policies, and documentation requirements. Other Requirements Must be at least 18 years of age. Valid driver's license and ability to qualify for agency vehicle insurance. Ability to pass required background checks and pre-employment drug screening. Ability to obtain and maintain Oregon Intervention System (OIS) certification. Ability to obtain and maintain CPR certification. Ability to complete all required agency and regulatory training. Must fulfill responsibilities as a Mandatory Abuse Reporter. On-Call Expectations Program Managers participate in a rotating on-call schedule and are expected to: Respond promptly to on-call communications. Provide guidance, support, and crisis response as needed. Report to residential locations when necessary to ensure participant health and safety. Provide direct support coverage when operational needs require. Remain available and responsive during assigned on-call rotations.
