This individual is responsible for delivering all PWS requirements (Telephone & Switchboard Services, Case Processing, Continuous Vetting Alert Processing, and Program Management) while ensuring seamless transition from the incumbent and full operational readiness on Day 1 post-Phase-In. Key Responsibilities Provide daily leadership and oversight of all contract performance, including resource allocation, staffing, quality, schedule, and cost control. Serve as the primary interface with DCSA COR, ACORs, and KO for all technical, financial, and contractual matters. Direct execution of Case Processing (application ingestion, case maintenance, item-level processing, post-closing, expedited work) and Continuous Vetting Alert Processing (≈2.68M alerts/year). Oversee Telephone & Switchboard Services to ensure 24/7/365 availability. Manage the 90-day Phase-In/Phase-Out periods, including incumbent rebadging, GFP laptop integration, and TW2.0 transition readiness. Ensure compliance with the Contractor's Quality Control Plan and all reporting requirements. Lead post-award conference and quarterly progress meetings (virtual or on-site as directed). Maintain surge/contraction capability (±25% staffing) while retaining critical skills. Minimum Qualifications Bachelor's degree (or equivalent) in Business, Management, or related field. Minimum 5 years of progressive program management experience on contracts of similar magnitude, scope, and complexity (high-volume case processing / personnel vetting / data operations). Demonstrated success managing federal IDIQ contracts with annual values exceeding $50M and 700+ FTEs. Strong knowledge of DoD/DCSA personnel vetting processes and Continuous Vetting operations. Excellent communication, leadership, and stakeholder-management skills. Preferred Qualifications CMMI Level 3 or
