Neighborhood Partnership Program (NPP) Program Director Greater Community Development Corporation Easton, PA Job Details Full-time $45,000 - $60,000 a year 8 hours ago Qualifications Teamwork Program development Employee relationship building Grant funding Operations Community outreach Bachelor's degree Budgeting Non-profit experience Leadership Interpersonal communication Full Job Description Neighborhood Partnership Program (NPP) Program Director Reports To Chief Executive Officer (CEO), Greater Community Development Corporation (GCDC) Employment Status Full-Time, Exempt Location Easton, Pennsylvania Position Summary The Neighborhood Partnership Program (NPP) Program Director serves as the lead operational administrator responsible for implementing, coordinating, monitoring, and ensuring compliance of all Pennsylvania Neighborhood Partnership Program (NPP)-funded initiatives of Greater Community Development Corporation (GCDC). The Program Director will work under the direct supervision of the CEO to establish strong operational systems, program accountability, measurable outcomes, and effective implementation of all NPP-funded activities. The position is responsible for translating organizational vision into executable systems, procedures, timelines, and program performance. This role is implementation-focused , ensuring NPP programs are effectively managed, documented, compliant, and aligned with GCDC's strategic priorities and community impact goals. Primary Responsibilities Program Management & Implementation Oversee day-to-day administration of all NPP-funded programs and initiatives. Coordinate implementation of approved programming including, but not limited to: Affordable housing and homeownership initiatives Youth education and mentoring programs Homelessness prevention and housing stabilization services Food security and community outreach initiatives Workforce development and economic empowerment programming Community wellness and support services Ensure programs meet established goals, deadlines, outcomes, and deliverables. Systems Development & Operational Management Develop and implement operational systems for program delivery, tracking, accountability, and evaluation. Establish program operating procedures, workflows, timelines, and internal controls. Create systems to monitor participant engagement, program outcomes, and organizational impact. Ensure staff, contractors, and volunteers follow standardized operational guidelines. Grant Compliance & Reporting Serve as lead administrator for all NPP grant compliance requirements. Ensure compliance with DCED Neighborhood Partnership Program guidelines and reporting standards. Prepare and submit required reports, reimbursement documentation, and performance metrics. Maintain proper records for grant monitoring, audits, and organizational accountability. Budget Oversight & Fiscal Accountability Monitor NPP-funded budgets in partnership with the CEO and finance team. Ensure expenditures remain within approved grant allocations and program guidelines. Assist with reimbursement requests, financial documentation, and program budget adjustments. Staff Coordination & Supervision Coordinate and supervise staff, consultants, interns, and volunteers connected to NPP-funded initiatives. Assist in implementation planning and performance accountability. Promote organizational effectiveness and cross-program collaboration. Community Partnerships & Stakeholder Engagement Serve as liaison with community partners, funders, corporate contributors, local government agencies, and stakeholders. Support community outreach, meetings, presentations, and partnership development efforts. Represent GCDC at meetings and events as assigned by the CEO. Strategic Support to the CEO Support the CEO in implementing strategic priorities connected to housing, education, economic empowerment, and community development. Assist in identifying opportunities for funding, partnerships, program expansion, and sustainability. Provide regular reports and recommendations to support executive decision-making. Qualifications Bachelor's degree required; Master's degree preferred in Nonprofit Management, Community Development, Public Administration, Social Work, Education, Business Administration, or related field. Minimum of 3-5 years of experience in nonprofit leadership, grant administration, program management, or community development. Experience with state, federal, or grant-funded programming preferred. Strong organizational, operational, and project management skills. Experience creating systems, policies, and operational procedures strongly preferred. Strong written communication and reporting experience. Demonstrated leadership, team coordination, and relationship-building ability.
