The Program Manager will serve as a valuable member of the Voter Assistance Program in the 2026 Coordinated Campaigns Voter Protection program, working alongside the Deputy Voter Protection Director for Voter Assistance, other staff in the Voter Protection Program, and other partners to design and execute a comprehensive series of programs to provide voters with guidance on the voting process, and to ensure that voters have the information and resources needed to successfully cast their ballots. Duties and ResponsibilitiesBuild and operationalize innovative Voter Assistance Programs to proactively support voters through the election process, establishing the processes, tools, and resources necessary for effective and scalable program delivery.
Develop and deliver training presentations to volunteers participating in the Voter Assistance Programs.
Develop presentations and materials to be presented to voters with information about the voting process and voting rights.
Recruit, train, and manage a large volunteer corps, ensuring volunteers are equipped with the knowledge and skills to effectively assist Pennsylvania voters.
Advise volunteers on accurately communicating voting practices, procedures, and requirements to voters in accordance with Pennsylvania election law, practices and guidelines.
Provide ongoing performance feedback and coaching to volunteers, fostering continuous improvement and high-quality voter interactions.
Cultivate a positive, inclusive, and engaging volunteer environment that promotes retention, motivation, and a strong sense of shared mission.
Additional duties as assigned by the Deputy Voter Protection Director for Voter Assistance.
Qualifications and RequirementsAt least 1 cycle of campaign experience in voter protection or organizing, with experience managing a large number of volunteers.
Strong project management skills; ability to build systems that scale to provide a high-quality experience to voters and volunteers alike; experience presenting training sessions, and organizing and managing large volunteer programs.
Knowledge of, or ability to learn, Pennsylvanias diverse and detailed election administration policies, procedures, and regulatory frameworks, with the ability to interpret, communicate, and provide authoritative guidance on county-specific requirements to a broad range of stakeholders, including volunteers and voters.
Excellent written and verbal communication skills, with the ability to provide clear, actionable direction.
Thrives in greenfield environments, with the ability to build processes, frameworks, and solutions from the ground up in the absence of established precedent or existing infrastructure.
Strong judgment and ability to solve problems, and remain calm and pleasant under pressure; comfortable working in fast-paced environments with shifting timelines and priorities.
Ability to work independently.
Willingness to work long and irregular hours (nights/weekends) as Election Day approaches and during Early Vote and Election Day operations.
Demonstrated commitment to voting rights, voter access, and electing Democrats at every level of government.
Proficiency with VAN, Slack, Google Suite, Office Suite, and the ability to learn additional technologies used in organizing and voter protection programs, such as those that are used to operate Hotlines and Textlines that receive inbound calls and messages from voters, run phone banks, and send texts to voters.
