POSITION SPECIFICS
The Clearinghouse for Military Family Readiness at Penn State seeks a qualified and experienced candidate for the role of Community Safety Workgroup Facilitator to support constructive dialogue and shared problem‑solving across community safety systems in the City of Pittsburgh. This position manages a structured, multi‑stakeholder engagement process across two community safety workgroups—Police and Emergency Medical Services (EMS)—and a cross-sector leadership steering committee. The role focuses on facilitation, process design, and the synthesis of workgroup outputs into actionable insights for senior city leadership. This is a facilitation-centered role requiring the ability to guide complex discussions with neutrality, foster collaboration among diverse stakeholders, and help groups move toward shared understanding and clear outcomes. The position is 75% FTE (30 hours per week) and is benefits-eligible. This position will be filled at the Industry Relations Coordinator - Advanced Professional OR Senior Professional level.
Key Responsibilities:
Following are the key responsibilities of this position: Facilitation Plan, schedule, and facilitate regular working sessions for Police and EMS workgroups and periodic meetings of the leadership steering committee. Guide discussions to ensure focus on shared goals, while constructively managing group dynamics and surfacing areas of tension. Build and sustain trust among diverse stakeholders, including front-line employees, civilian staff, union representatives, and community members. Capture, synthesize, and communicate key decisions, areas of agreement, unresolved questions, and next steps. Translate workgroup progress into clear, concise updates for senior city leadership and elevate issues requiring executive guidance. Process Design and Strategic Support Adapt facilitation strategies in real time to respond to evolving discussions and emerging needs. Identify cross-cutting themes, patterns, risks, and opportunities across workgroups. Contribute to the design and progression of the overall engagement, balancing immediate meeting objectives with long-term outcomes. Collaborate with Clearinghouse researchers and staff to incorporate relevant data, insights, and evidence-based strategies into workgroup deliberations. Coordination and Communication Coordinate meeting logistics in partnership with City staff. Maintain consistent communication with workgroup members between sessions. Prepare clear written summaries, process notes, and status updates.
Qualifications:
The ideal candidate will demonstrate the following: Proven experience facilitating multi-stakeholder processes, preferably in public-sector, public safety, or community engagement settings. Strong interpersonal and observational skills, including the ability to read and respond to group dynamics in real time. Ability to build trust and work effectively with diverse participants and perspectives. Strategic thinking skills, including synthesizing information, identifying emerging issues, and guiding process decisions. Comfort working in environments characterized by ambiguity, complexity, and conflict. Excellent written and verbal communication skills. Familiarity with public safety organizations, municipal government, or labor-management environments is preferred but not required.

This position requires frequent travel to Pittsburgh. When not traveling, this position may operate remotely. Therefore, applicants must be within a commutable distance from Pittsburgh.

The salary range for this position, including all possible grades, is $68,200.00 - $129,500.00.
