Position Overview Comagine Health is seeking an experienced and strategic leader to serve as the Executive Director, Washington Community Information Exchange (CIE). This role serves as the senior leader and lead project manager for a multi-year partnership with the State of Washington to design, implement, and operationalize a statewide Community Information Exchange. The Executive Director will provide strategic, operational, and financial oversight to support standardized data exchange, system interoperability, and scalable support for Community Care Hubs across Washington State. This leader will work closely with state agencies, community organizations, technology partners, and internal cross-functional teams to ensure successful delivery aligned with contractual obligations, statewide priorities, and Comagine Health's mission and values. Key Responsibilities Operations Stewardship (80%) Provide day-to-day leadership and management of the Washington CIE program
Ensure adequate staffing, regulatory compliance, and adherence to organizational and client policies
Lead cross-functional teams supporting implementation and operational delivery of the statewide CIE initiative
Drive achievement of key program objectives, including:
Standardization of Health-Related Social Needs (HRSN) service delivery data exchange
Interoperability between state, regional, and local technology systems
Scalability of Community Care Hub efforts across Washington State
Build and maintain strong partnerships with state agencies, providers, community organizations, and stakeholders
Financial Stewardship (10%) Partner with the client, VP of Data Solutions, and organizational leaders to develop and manage project budgets
Provide oversight of Washington CIE program financials, including subcontractor budgets and resource allocation
Monitor financial performance and support long-term sustainability planning
Organizational Leadership (10%) Foster collaboration and alignment across service lines and teams supporting the Washington CIE program
Support team development through communication, mentorship, and leadership engagement
Promote organizational values, mission, and culture throughout program operations
Qualifications Required:
Master's degree (MA/MS)
10+ years of experience leading high-profile, large-scale engagements with Medicaid programs and/or state health agencies
5+ years of leadership and people management experience
Demonstrated success managing complex, multi-stakeholder initiatives
Strong operational, strategic, and financial management capabilities
Excellent communication, relationship-building, and leadership skills Preferred:
PMP, PgMP, or related project/program management certification
Experience with health information exchange, interoperability initiatives, or community-based care coordination models
Familiarity with Health-Related Social Needs (HRSN) programs and Community Care Hub models
