Description Join a mission-driven team at the Department for Public Health, where impactful programs are dedicated to improving the health and well-being of Kentucky's citizens. Within the Division of Maternal and Child Health, this role contributes to the continued success of the Kentucky Early Intervention System (KEIS), a collaborative program that connects education, healthcare, and social services to support young children with developmental disabilities and their families. As a Federal Program Specialist, you'll play a key role in guiding and managing federally funded initiatives tied to the Individuals with Disabilities Education Act (IDEA), Part C grant, helping ensure resources are effectively aligned to make a meaningful difference in early childhood outcomes across the state. This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as a result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non-merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position. Key Job Responsibilities:
Serve as a liaison between Kentucky's Early Intervention System and the US Department of Education, Office of Special Education Programs. Serve as lead on interagency calls and meetings. Ensures compliance with all applicable state and federal guidelines. Develops and proposes the federal budget application for the state. Prepares allocations for contracts with universities, regional agencies and state programs. Provide guidance and technical assistance to KEIS staff in the state and local agencies as necessary. Create, update, or cause to be created and updated standard operating procedure manuals, staff development, and ensure compliance. Coordinate the completion and maintenance of all required federal documents (along with documentation) to report to upper management and the state Interagency Coordinating Council on grant implementation. Directs the preparation and timely submission of federal grants and administrative reports. Directs the research and compilation of state reports as scheduled or upon request. Preferred Knowledge/Skills/Abilities Strong communication skills. Demonstrate efficient multi-tasking skills. Ability to work 3-5 days per week in the Frankfort Office. Strong organizational skills. Experience or knowledge of federal grants or programs. Receptive to other ideas and able to work constructively to increase the depth and effectiveness of a group or team effort. Minimum Requirements
EDUCATION
Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS
Four years of professional experience in budget administration, grant administration, financial analysis and/or forecasting, statistical analysis, financial auditing, or a related field. Two years of the required experience must include the preparation, research and planning, budgeting, or administration of state or federal grants-in-aids. Substitute
