This position offers the option to work remotely up to three days per week and is required to report to the headquarter location at 201 E. Washington Avenue office in downtown Madison 2 days per week. This schedule may vary for meetings, events, training, onboarding, or other operational needs. Specialist, you will be responsible for conducting initial eligibility determinations and annual recertification of eligibility for people with limited income who are living with HIV and are applying for HDAP and/or IAP. These programs have a substantial impact on the lives of people living with HIV because they provide access to life-saving medications and maintain access to health care that will improve their health and quality of life while reducing further transmission of HIV. You will provide fiscal support for HDAP and IAP including preparation of weekly premium payment vouchers and HDAP pharmacy vouchers.Additional duties include:
assisting with tracking HDAP and IAP expenditures requesting pharmacy and insurance premium refunds providing customer service, consultation and technical assistance to program clients who call the HDAP statewide toll-free information line or email the program directly providing consultation and technical assistance to HIV care services workforce members, health care providers, pharmacies, and insurance companies regardingHDAP/IAP
eligibility and services resolving problems with pharmacy and insurance billings and payments. Salary Information The starting pay is between $28.00 to $31.49 per hour (approximately $58,200 to $65,400 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required. Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as Human Services Program Coordinator and is in pay schedule and range 07/04. Job Details All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled. For positions that allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice. DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. Qualifications Minimally qualified applicants will have all of the following: Experience making eligibility determinations for health or human service programs or services. Experience completing mathematical calculations and analysis. Experience providing customer service, and technical assistance or training related to a health or human service program to clients or external organizations. Experience coordinating access and enrollment of clients in health insurance coverage (i.e., private insurance, Medicare, Medicaid, or the Affordable Care Act Marketplace). Well-qualified applicants will also have one or more of the following: Experience communicating high-level program and federal policies in a manner which can be understood by an array of audiences. Experience maintaining confidentiality with client personally identifiable information (PII) and protected health information (PHI). Experience with program management or coordination (e.g., engaging with program participants, leading and facilitating workgroup meetings, managing projects, monitoring timelines and deliverables, etc.).
