The Housing Authority of Thurston County (HATC) is seeking a knowledgeable and detail-oriented Housing Program Specialist II to support the administration of Housing Choice Voucher rental assistance programs. This position is ideal for candidates with experience in housing program operations, eligibility determination, and regulatory compliance, particularly within Housing Choice Voucher (Section 8), public housing, or low-income housing tax credit programs. In this role, the Housing Program Specialist II manages a caseload of program participants, performs eligibility assessments and income calculations, ensures compliance with HUD and agency regulations, and provides high-quality, responsive service to clients, landlords, and community partners. This position works collaboratively with program staff and leadership to support the Rental Assistance Division, and related agency functions. Position Summary The Housing Program Specialist II plays a key role in administering the Housing Choice Voucher Program in accordance with all applicable federal, state, and local requirements. This position involves determining and documenting participant eligibility, income, rent calculations, and managing contractual relationships with property owners. Medicaid General Assistance Unemployment Assistance Childcare subsidy programs Required Education & Experience High school diploma or equivalent required; college coursework or degree preferred or equivalent combination of education, professional experience or HCV training (e.g. NAHRO, Nan McKay, Quadel). Minimum of 2 years' experience in housing programs, Low-Income Housing Tax Credit, or related fields. Knowledge of HUD regulations and Housing Choice Voucher program preferred. Strong proficiency in Microsoft Office (Word, Excel, Outlook, Teams, SharePoint); ability to learn housing software. Essential Duties & Responsibilities Eligibility & Admissions Conduct interviews with applicants and port-in families. Verify family composition, citizenship/immigration status, and income using HUD guidelines. Issue vouchers and conduct program briefings. Ongoing Program Administration Process annual and interim recertifications, rent adjustments, and owner rent increase requests. Ensure accurate calculation of tenant payments and housing assistance. Maintain complete and accurate participant files and submit HUD-required forms. Customer Service Provide front-line assistance via phone, email, and in-person interactions. Respond promptly to inquiries from participants, property owners, partner agencies, and the public. Resolve complaints and issue professional and courteous responses. Collaboration and Reporting Work closely with inspectors, finance staff, and other team members Maintain electronic and paper records. Participate in policy updates and process improvements.
