Policy Coordinator (Bilingual English/Spanish or Khmer or Vietnamese) The Cambodian Family Community Center Overview Description Founded in 1980, The Cambodian Family (TCF) Community Center is a community-based, multi-cultural, non-profit organization, located in Santa Ana, California. Our mission is to provide refugee and immigrant families with the opportunities to develop the knowledge, skills, and desire for creating health and well-being in their lives. We accomplish this by providing programs and services in three main areas: (1) community health and mental health; (2) after-school youth program; and (3) civic engagement, immigration, and advocacy.

$24-26/hour - plus excellent benefits package (medical, dental, vision, 403b retirement matching plan, paid time off such as vacation and sick) Summary A Bilingual Policy Coordinator is needed to help recruit, train, and mentor youth from 7th-12th grade with the Empowered Southeast Asian and Latinx Youth (ESALY) Program and support our community organizing efforts. The policy coordinator is expected to assist in building and training a cohort of youth leaders living in Santa Ana, Costa Mesa, and Stanton who will instruct Substance Use Disorder (SUD) curriculum, act as mentors, and who will be trained in advocacy, community organizing, and civic engagement to engage in youth led Policy, Systems, and Environment (PSE) change through Project ALERT, to ultimately reduce SUD in the Southeast Asian and Latinx communities of Santa Ana, Stanton, and Costa Mesa. This person must enjoy working with youth and would serve as a good role model for our youth. This position is a grant-funded position. Essential Functions Lead Participatory Action Research project to develop a community organizing campaign for youth, and assist in Transitional Age Youth (TAY) led research related to Prop. 64 revenues target cities Conduct research and public policy analysis on issues impacting youth, SUD, mental health and TCF's campaigns & programs. Outreach, recruit, and engage underrepresented youth, adult, and older adult residents in advocacy work and campaigns through leading, organizing, coordinating, and outreach activities, community forums, small group discussions, trainings, and individual 1:1 meetings Coordinate campaign activities that include, youth-led research, delegation meetings, direct actions, and budget organizing, including current priorities around Participatory Budgeting, resource expansion for youth development, and other power building strategies. Represent TCF in local, county, statewide or national coalitions, networks, or ally events that promote TCF's visibility, community solidarity, and advance campaign efforts. Host Youth Advisory Council meeting (monthly) to provide program feedback, develop/implement advocacy/organizing/Policy, Systems and Environmental (PSE) strategies, etc. Train Transitional Age Youth on their role to catalyze and support advocacy in each their respective Youth Advisory Councils (YAC) Recruit additional youth from Project Alert classes to participate in Youth Advisory Councils in each city Develop Santa Ana, Stanton, and Costa Mesa Policy Agenda and strategy Assist Youth Advisory Councils at City Council / County meetings Assist Youth Advisory Councils with developing relationships with key City Council members & mayors, and County's board of supervisors Assist Youth Advisory Councils with engaging in budget advocacy in alignment with local agenda. Coordinate and maintain strategic working relationships and communication with local officials and/or policymakers. Establish and maintain strong collaborative working relationships with key educational alliances to support TCF's Campaigns and ensure the youth of colors have a voice. Assist youth in planning advocacy strategies, such as local town halls, action alerts, and call-in campaigns, etc. Conduct Research on city budgets for investment in youth Assist with conducting individual or group information/listening sessions Submit program reports and statistics in a timely manner Participate in staff meetings, on-line webinars and other training opportunities Assist program coordinator and director in hosting, planning and promoting community events Adhere to all agency policies and procedures Perform other duties assigned by the Executive Director/Supervisor Minimum Qualifications - Knowledge, Skills and Abilities Required Must have at least a Bachelor's Degree in any field Must have at least one-year experience with community organizing, base-building, coalition-building, and leadership development in diverse communities, especially with youth of colors Previous working experiences in youth substance use disorder prevention programs are strongly desired. Must be bilingual in English/Khmer, or English/Spanish, or English/Vietnamese Ability to interact effectively with residents, youth, and their families Good communication and writing skills Excellent attention to detail Must have the ability to work independently and in a team Be self-motivated, self-directed, quick to learn, flexible, and creative Have high comfort level working in a diverse environment, particularly with the immigrant communities Ability to effectively represents the agency, our mission, and our programs to the outside world Verification of employment eligibility, driving record, and background check required. Must have a successful record in setting priorities; keen analytic, organization and problem solving skills which support and enable meaningful data interpretation (versus simple reporting) and sound decision making Must have personal qualities of integrity, credibility, accountability, and dedication to the mission of TCF Must maintain professional behavior, dress, and appearance at all times Drive personal car for work-related purposes (mileage to be reimbursed); maintains driving record and car insurance in accordance with organization's policies and provides related records periodically Must be able to work weekends and evenings upon request. This is an in-person position (no remote work). Non-Essential Qualifications - Knowledge, Skills and Abilities G Suite (Google Sheets), Canva, Mailchimp, and Adobe Suite preferred.Supervisory Responsibilities:
None. Environmental Conditions (Working Conditions) Exposed to typical office environment conditions and noise levels. Exposed to mentally demanding situations (including but not limited to: emergency situations, accidents, and stress) Physical Requirements Sits for extended periods of time at a computer station or work desk. Stands and walks throughout the day. Uses hands and fingers to operate computers and office equipment for up to 8 hours or more each day. Requires clear vision at 20 inches or less with or without corrective lenses and vision sufficient to use equipment. Hearing and speech within normal ranges and sufficient for clear communication face to face and on the telephone. Lifts up to 50 pounds occasionally. Mental Requirements Must be able to handle any/all of the following: constant distractions, interruptions, emergency situations, accidents, and uncontrollable changes in priorities/work schedules. Must be able to process information, think, and analyze situations in short periods of time. Must be able to comprehend and follow instructions, maintain work pace appropriate to given workload, and relate to other people beyond giving and receiving instructions.
