$35- 45/hour DOE Social Services | Healthcare | Housing | CalAIM About the Role Mystis Adult & Family Services, California, is seeking an experienced Program Manager to oversee service delivery, staff performance, client outcomes, compliance, and community partnerships across multiple California counties.
This is a leadership position for someone who thrives in fast-paced environments, enjoys solving complex problems, and is passionate about helping vulnerable individuals access housing, healthcare, and critical community resources. The Program Manager will supervise intake and care coordination activities, support staff development, monitor program compliance, advocate for clients, and help build operational systems that drive successful outcomes. This is not a passive management position. We are looking for a hands-on leader who can balance field work, staff supervision, client advocacy, compliance oversight, and program development. What You'll Do Supervise and support Intake Specialists, Care Coordinators, Housing Navigators, and other program staff. Monitor client engagement, service delivery, and successful outcomes. Oversee Enhanced Care Management (ECM), Community Supports, housing, medical coordination, and referral activities. Review documentation for quality, timeliness, and compliance. Advocate for clients with healthcare providers, hospitals, managed care plans, housing providers, legal aid organizations, and community partners. Assist staff with high-acuity and complex client situations. Build relationships with community-based organizations throughout California. Organize and attend resource fairs, outreach events, community meetings, and conferences. Analyze program challenges and develop operational solutions. Create workflows, improve processes, and strengthen program accountability. Partner closely with executive leadership to support organizational growth and program expansion. Travel throughout California to support staff, clients, partners, and program operations. What Makes This Position Different Mystis is a growing organization. QualificationsRequired Bachelor's Degree in Social Work, Human Services, Public Health, Healthcare Administration, Psychology, Sociology, or related field (or equivalent experience). Minimum 5 years of experience in social services, healthcare, housing, homeless services, behavioral health, care coordination, or related fields. Minimum 3 years of supervisory or management experience. Experience working with high-acuity populations. Strong knowledge of care coordination and client advocacy. Ability to travel throughout California as needed. Valid driver's license and reliable transportation. Preferred Experience with CalAIM programs. Experience with Enhanced Care Management (ECM). Experience with Community Supports. Experience working with Medi-Cal and Managed Care Plans. Experience overseeing multi-county programs. Experience managing remote or hybrid teams.
