HIAS seeks a Program Manager, Refugee Processing to support refugee arrivals through the Program of Initial Resettlement (PIR) funded by the Office of Refugee Resettlement (ORR). The Program Manager, Refugee Processing will work closely with ORR, the State Department's Refugee Processing Center (RPC), HIAS affiliates across the country, Resettlement Support Centers (RSC), International Organization for Migration (IOM), U.S. national Resettlement Agencies (RAs) and other stakeholders to ensure a streamlined process for coordinating and bringing refugees approved for admission to the United States. They are involved in all aspects of pre-arrival oversight, which includes case processing, facilitation of case placement and assurance, case transfers, refugee travel, and data review and monthly and annual reconciliation of arrivals. The Program Manager, Refugee Processing also provides support for other program-related activities, including, but not limited to, training, technical assistance, and monitoring. The Program Manager also provides staff supervision. Note, this is a temporary position that starts ASAP and ends September 29, 2026, with possible extension. The salary range for this position is $75,000-85,000.ESSENTIAL FUNCTIONS
Oversees the daily operations of the pre-arrival team and ensures the efficient execution of all pre-arrival functions, such as the processing of refugee cases, review and analysis of weekly allocations reports, transfers of refugee cases and supports the pre arrival team in maintaining smooth and effective pre arrival operations. Provides strategic oversight and planning for pre-arrival operations and to enhance affiliate capacities; updates internal processes and systems to align with changes in refugee processing, including overseas changes, and provides timely updates to affiliates. Maintains ongoing communication with affiliates to be current with changes in affiliate programming and capacity on a weekly and monthly basis; adjusts allocations based on affiliate updates to ensure seamless allocation and assurance of cases. Communicates with ORR, affiliates and other stakeholders to address pre-arrival issues. Supports affiliates with capacity changes and provides guidance on when affiliates may assure or return cases. Oversees data collection and supports with reporting of refugee arrivals and reconciliation; also supports with quarterly and semi-annual report of pre-arrival activities. Ensures communication through various pre-arrival inboxes are maintained and well-staffed. Provides affiliates with guidance and support on family reunification, as necessary, to ensure families understand the latest policies and procedures to support their family reunification plans. Provides training and technical assistance to affiliates on all pre-arrival aspects of the refugee program, including onboarding and offering refresher trainings to affiliates. Provides affiliates with weekly and monthly updates on pre-arrival activities and shares important data and changes in pre-arrival policies during affiliate calls and in affiliate newsletter updates. Assists, as necessary, with other program-related activities, such as training, monitoring and network expansion. Performs administrative duties, including review and approval of timecards, scheduling staff time off and scheduling and recording affiliate meetings for reporting. Supervises and mentors staff and provides opportunities for growth and professional development to program services. Provides support for other pre- and post-arrival functions as needed.QUALIFICATIONS & REQUIREMENTS
Undergraduate degree required. 3-5 years of relevant experience. Knowledge of U.S. Refugee Program required; previous work experience at a resettlement affiliate strongly preferred. Knowledge of Microsoft 365 platform, including SharePoint and MS Teams, preferred; proficiency in Microsoft Excel, PowerPoint and Word is essential. Excellent verbal and written communication skills. Excellent interpersonal skills to maintain key relationships with program staff at HIAS affiliates and other national voluntary agencies. Well-organized and detail-oriented; ability to work under pressure and meet deadlines. Attentive to detail; self-starter able to manage and carry out varied functions of multi-faceted program.Similar remote jobs
