Supports the planning, implementation, and evaluation of youth engagement initiatives under the State of Alaska Department of Health Tobacco Prevention and Control (TPC) Youth Engagement contract with RurAL CAP. This position leads the statewide Alaska Youth Voices for Health mentorship program and supports the creation of youth-led communication, advocacy, and peer‑education projects. The role also oversees the coordination and planning of the Annual Youth Summit. Delivers the training and technical assistance (TTA) to statewide coalitions, regional grantees, and community partners to strengthen authentic youth engagement using evidence‑based approaches, including Positive Youth Development (PYD).ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES
Youth Engagement Programs & Mentorship Coordinate all aspects of the Alaska Youth Voices for Health program, including recruitment, training, scheduling, supervision, and youth leadership development. Lead Alaska Youth Voices for Health activities, supporting youth in developing health messaging, advocacy materials, and peer engagement strategies related to tobacco prevention, substance misuse prevention, and related public health priorities. Mentor youth individually and in groups, supporting skill-building in advocacy, communication, leadership, facilitation, and project development. Training & Technical Assistance (TTA) Provide and support individualized and group-based training and technical assistance to statewide coalitions and TPC regional grantees on authentic youth engagement in tobacco prevention and public health initiatives, using Positive Youth Development (PYD) frameworks. Facilitate trainings, workshops, webinars, and informational sessions using Positive Youth Development (PYD) frameworks and Center for Disease Control and Prevention (CDC) Best Practices. Support grantees in developing youth engagement workplans, assist with readiness assessments, and youth leadership structures. Coalition Support Support coalitions in integrating youth voice into decision-making processes. Assess coalition readiness for authentic youth engagement and co-develop improvement plans. Coordinate youth participation in statewide and regional coalition meetings, advocacy opportunities, and skill-building events. Program Coordination & Administration Maintain organizational systems including SharePoint, spreadsheets, youth stipend accounting documents, and tracking systems. Manage data collection, reporting, and documentation of program activities. Support resource development, curriculum design, event logistics, and dissemination of program materials. Assist with communications with partners, contractors, and funders as requested by the Program Manager. Events & Convenings Coordinate youth engagement events, including trainings, conferences, and other convenings that build youth leadership capacity around health promotions, tobacco/nicotine prevention, and community health and advocacy. Provide logistical planning, communication, facilitator coordination, and youth and chaperone travel support. Collaboration & Community Engagement Build and maintain partnerships with rural communities, tribal organizations, youth programs, and coalitions to strengthen youth engagement outcomes. Represent RurAL CAP at statewide meetings, conferences, and community events. Performs other duties as assigned.COMPETENCIES, SKILLS, AND ABILITIES
Strong understanding and knowledge of youth programs, youth mentorship, and adolescent development frameworks, including Positive Youth Development, is encouraged. Familiarity with public health approaches, prevention frameworks, or health promotion is preferred. Requires extensive networking, teamwork with other employees, and an ability to share information and speak in open forums in front of groups. Ability to facilitate meetings, training, and group discussions with diverse youth and adults. Strong organizational skills with the ability to manage multiple tasks, timelines, and logistics. Ability to read, comprehend, and follow established policies and procedures. Ability to manage work time well, prioritize and meet deadlines. Ability to exercise good judgement, courtesy and tact. Ability to build rapport with youth and adults of diverse cultures and belief systems, especially in rural Alaska Native communities. Ability to travel to rural Alaska, including communities with limited infrastructure. Must demonstrate sound judgment, professional boundaries, ethics, and ability to maintain confidentiality.WORK ENVIRONMENT/JOB CONDITIONS
Agency is a mandated tobacco, drug and alcohol-free workplace. General office environment, shared office space. Remote training and virtual delivery required. Develops and maintains constructive and cooperative working relationships with others. Uses computers and computer programs effectively to enter data, create spreadsheets and process information, and, develop documents, program and training materials. Implements agency and departmental policies, procedures, and service standards in conjunction with the management team. Develops specific goals and plans to prioritize, organize, and accomplish work. Communicates with others outside the organization, representing the organization to customers, the public, and other external sources in person, in writing, or by telephone or e-mail in keeping with current policies & procedures. Must have the ability to operate the following equipment: desktop computer, telephone, copier, PC printer, and fax machine. Negotiation abilities to bring others together to try to reconcile differences. Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems. Regular travel to rural Alaska and ability to carry out job responsibilities in rural areas without, or with limited, running water and sewer systems. Ability to sleep on floor in communities where no other lodging is available.PHYSICAL DEMANDS
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly to grasp, type, see, talk, hear, and lift and carry 35 pounds of weight by utilizing proper lifting techniques and working in a safe manner. This position will also be performing physical activities such as climbing, lifting, balancing, walking, stooping, bending, and handling materials. Occasionally performs sedentary activities that require sitting for long periods and repetitive use of hands, wrists and arms for handling, positioning, moving materials, and manipulating things. Must be in good general health and free from serious physical, mental health and/or substance abuse problems. Regular travel to rural Alaska without, or with limited, running water and sewer systems.POSITION TYPE/EXPECTED HOURS OF WORK
This is a full-time position. Days and hours of work will occur during normal business hours - Monday through Friday, 8 a.m. to 5 p.m. or hours vary with location. Some evening and weekend work is required as job duties demand. This is an in-person position with an opportunity for some remote work upon Director approval. Mandatory, in-office workdays occur at least weekly, or more as needed.TRAVEL:
Travel is primarily local during the business day, although some out-of-area and overnight travel is expected, with a minimum of 3 site visits to rural Alaska communities annually. This may include transportation by small aircraft and alternative ground transportation.EMPLOYMENT REQUIREMENTS AND REQUIRED EDUCATION
Must be at least 18 years of age. State and federal background checks, including fingerprints, may be required. BA/BS or related field plus one (1) year, or five (5) years equivalent education and work experience in the field a related field. Demonstrated ability to successfully interpret and implement company and departmental policies, procedures, and service standards. Technical experience in coordinating projects; excellent organizational and time-management skills. Excellent written and analytical skills. Knowledge of principles and processes for providing customer and personal services including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction. Demonstrated effective oral and written communication skills including expertise in report writing and communication with a diverse audience. Employees are expected to remain alert, attentive, and fully engaged in their responsibilities during all working hours. Sleeping while on duty is strictly prohibited. Working knowledge of rural Alaska. Ability to carry out job responsibilities in rural areas without, or with limited, running water and sewer systems. Responsible work ethic with reliable attendance. Proven ability and willingness to be self-directed in problem solving and decision-making and perform basic assignment with little or no direct supervision while also working effectively as a team member. Demonstrated intermediate level of computer skills necessary in order to use and create documents and reports, spreadsheets, workshop materials and slide presentations, and to enter data into intricate database programs and proficient use of Microsoft Word, Excel, PowerPoint, Publisher, and Outlook. Must keep all matters concerning participants in strictest confidence as required by HIPAA privacy and the 42 CFR, Part II confidentiality regulations. Must be able to provide own transportation to meet work schedule requirements. Agency recommends annual TB screening and physical as part of employee's personal wellness plan. (Recommendation - Not a requirement of this position)PREFERRED EDUCATION AND EXPERIENCE
BA plus four (1) years or (5) years equivalent experience in the field of community development, public health, nutrition or education. Extensive knowledge of social, cultural, and economic conditions in rural Alaska; experience working with Alaska Natives. Extensive experience providing training and technical assistance (TTA) for organizations, Head Starts, or tribes.BENEFITS
