35 Hours Under the direction of the Associate Director of Financial and Contract Management (or designee) within the Department of Children, Youth and Families (DCYF), this position is responsible for leading, tracking, and developing procurements for departmental services. The role involves active collaboration with internal staff, vendors, and stakeholders to ensure procurements are completed efficiently, in compliance with applicable laws and policies, and in support of agency priorities.
Key Responsibilities:
Lead, track, and develop procurements in alignment with departmental priorities, procurement laws, and State requirements. Manage the full procurement lifecycle, including planning, solicitation, evaluation, award, and implementation activities. Develop procurement documents such as Requests for Proposals (RFPs), Requests for Quotes (RFQs), Invitations for Bids (IFBs), and Single Source Justifications. Coordinate with program staff to define business needs, scopes of work, specifications, and evaluation criteria. Facilitate procurement timelines, milestones, and deliverables to ensure timely completion of solicitations and awards. Serve as a liaison with vendors and stakeholders throughout the procurement process, ensuring fairness, transparency, and responsiveness. Monitor procurement activity for compliance with State purchasing rules, regulations, and internal controls. Identify opportunities to improve procurement processes, standardize practices, and increase operational efficiency. Provide guidance and technical assistance to staff related to procurement procedures and requirements. Perform other duties as assigned to support the department's procurement operations.
