Overview We are seeking an energetic, experienced and detail-oriented Program Manager/Contract Manager specializing in Military & Family Readiness (M&FR) to lead critical initiatives that enhance military operational capabilities. This role offers an exciting opportunity to coordinate complex programs focused on military operations, intelligence integration, and joint force readiness. The ideal candidate will thrive in a fast-paced environment, driving projects that support national security and defense objectives through strategic planning and expert execution. US citizenship required. Duties Single point of contact between the Contractor and the Government and is responsible for the Overall management, execution, and performance of the Military & Family Readiness (M&FR) Support Services contract Ensures all services are delivered in accordance with the Performance Work Statement (PWS), applicable DoD and Air Force regulations, and installation-specific requirements, while maintaining high levels of customer satisfaction and mission effectiveness. Key Responsibilities 1. Contract and Program Management Serve as the primary liaison with the Contracting Officer (CO) and Contracting Officer's Representative (COR) at Joint Base Charleston 2. Staffing and Workforce Management Recruit, hire, and retain qualified personnel to support operations at Joint Base Charleston Ensure all personnel meet required education, certification, and experience standards Maintain staffing levels sufficient to meet the 96% workforce availability requirement Oversee staff scheduling across both primary service locations 3. Performance Oversight and Quality Control Develop, implement, and maintain the Quality Control Plan (QCP) Monitor contractor performance against service delivery standards and performance thresholds Identify and resolve performance issues and implement corrective actions Ensure continuous process improvement across all program areas 4. Program Execution Oversight Oversee delivery of all M&FR services, including: Social education and consultation services Financial counseling and education Employment, relocation, EFMP, and transition programs Administrative and IT support services Ensure services are delivered effectively in both in-person and virtual environments 5. Reporting and Compliance Ensure timely and accurate submission of all required deliverables, including: Weekly status reports After Action Reports Annual reporting requirements Ensure all services are documented in the AFFIRST system within required timelines Maintain compliance with PII protection, data security, and reporting standards 6. Customer Service and Stakeholder Engagement Promote high-quality customer service for military members and their families Coordinate with installation leadership and community stakeholders Address customer concerns and ensure timely resolution 7. Subcontractor Management Oversee subcontractor performance and integration into overall operations Ensure subcontractor compliance with contract requirements Coordinate workshare and service delivery across team members 8. Risk Management and Continuous Improvement Identify operational risks and develop mitigation strategies Track issues through resolution and implement lessons learned Recommend improvements to enhance efficiency and service delivery Minimum Qualifications Minimum 5 years of experience managing or supervising delivery of non-clinical, educational, or social service programs Demonstrated experience managing service-based contracts or programs Strong leadership, communication, and organizational skills Ability to operate effectively in a military installation environment Proficiency in Microsoft Office Suite and reporting systems Preferred Qualifications Experience supporting Military & Family Readiness or similar programs Experience working on or supporting Joint Base Charleston or similar installations Familiarity with AFFIRST or similar case management systems Knowledge of Air Force or DoD program requirements Key Competencies Leadership and team management Contract performance management Compliance and regulatory knowledge Customer service excellence Strategic planning and problem-solving Work Environment Work is performed at Joint Base Charleston, SC , including: Air Base location Weapons Station location Combination of office, classroom, and virtual environments Interaction with military personnel, families, and installation leadership May require occasional support outside normal duty hours based on mission needs Provide overall leadership, direction, and management of contract operations across all service locations (Air Base and Weapons Station) Ensure full compliance with all PWS requirements, federal regulations, and installation policies Manage contract execution across all functional areas, including program delivery, administrative support, and IT services Skills Demonstrated success managing DoD (Department of Defense) projects or military programs with a focus on readiness enhancement. Excellent organizational skills with the ability to lead cross-functional teams effectively. Exceptional communication skills for liaising with military leaders, professionals, and government officials.
