JOB FUNCTIONS
Works under the general direction of the VCIF Director to coordinate and drive cross-agency collaboration among law enforcement, victim service providers, advocacy organizations, and community partners to strengthen coordinated responses for high-risk victims. Works to advance public safety strategy, enhance service delivery systems, and improve accountability across multidisciplinary partners. Provides strategic leadership in the design, coordination, and implementation of VCIF public safety initiatives, ensuring alignment with City priorities, Memphis Police Department (MPD) operational goals, and evidence-based practices. Leads the reconstruction, modernization, and full implementation of the Lethality Assessment Program (LAP) for Shelby County, ensuring fidelity to the Maryland Model and sustainability within MPD operations. Oversee operational integration of LAP into MPD procedures and partner response systems, including training coordination, performance monitoring, and continuous process improvement. Serves as the primary liaison for LAP-related coordination, including technical assistance, stakeholder engagement, training facilitation, and policy alignment efforts. Facilitates cross-system collaboration among MPD units, victim service providers, advocacy organizations, and community stakeholders to ensure standardized program execution and effective victim referral pathways. Develops and formalizes policies, standard operating procedures (SOPs), workflows, documentation standards, and training materials to institutionalize LAP and related public safety initiatives. Leads multidisciplinary working groups, stakeholder convenings, and coordination meetings to strengthen partnerships and drive alignment across agencies. Designs and implements tracking tools, dashboards, and reporting mechanisms to monitor program performance, ensure accountability, and support data-driven decision-making. Conducts research, data analysis, and trend evaluations to inform leadership decisions and enhance program effectiveness. Coordinates initiative timelines, deliverables, and operational priorities across MPD leadership, VCIF partners, and community-based organizations. Supports development of public-facing materials and messaging in coordination with MPD Communications to ensure consistency with City standards. Provides guidance on operational inquiries related to LAP and public safety initiatives, escalating issues as appropriate. Travels as required to support meetings, training sessions, stakeholder coordination, and community engagement activities.
