PROGRAM SPECIALIST II IN-OFFICE POSITION1100 W.
49th St. Austin, TX 78756
Pay:
$40.12 per hour Position Summary The Program Specialist performs advanced consultative services and technical assistance work in support of statewide Public Health Laboratory operations, including coordination, implementation, operation, and monitoring of Newborn Screening (NBS) courier services. This role involves developing and implementing policies and procedures, providing customer service and technical guidance, and ensuring compliance with laboratory, local, state, and federal guidelines to support safe and effective laboratory operations. Essential Job Functions
    Recruitment and Enrollment:
    Collaborates closely with Laboratory NBS Educators and other stakeholders to recruit and enroll eligible providers for courier services. Ensures providers receive appropriate training materials and instructions for specimen packaging, scheduling pick-ups, and shipment. Maintains and updates provider schedules as needed.
      Policy and Procedure Development:
      Develops, implements, and maintains policies and procedures related to courier services. Works collaboratively with laboratory staff, program staff, laboratory managers, and courier contractors to ensure effective implementation.
        Consultative Services and Technical Assistance:
        Provides technical assistance and consultative services to laboratory staff, DSHS program staff, and external customers. Assists with receiving and logging packages into laboratory tracking software.
          Operational Support:
          Coordinates with container preparation and group management staff to develop, update, and maintain forms and processes for ordering supplies required for specimen packaging and transport.
          Knowledge, Skills, and Abilities Knowledge Of:
          • Roles and functions of public health laboratories
          • Clinical, diagnostic, research, environmental, and public health laboratory testing
          • Specimen handling, packaging, and shipping procedures
          • Microbiological and chemical principles and terminology
          • State and federal regulations governing the transportation of clinical and/or dangerous goods specimens
          • Laboratory and public health policies and procedures.
          Skill In:
          • Using Microsoft Word, Excel, Teams, PowerPoint, and Outlook
          • Providing effective customer service
          • Oral and written communication
          • Synthesizing and analyzing complex information for diverse purposes
          • Problem-solving and conflict resolution
          • Time management, organization, and planning.

          • Analyze complex information and develop action plans to address identified issues

          • Prepare clear, concise reports and recommendations

          • Interpret and explain state and federal regulations related to specimen transportation
          • Build effective working relationships at all organizational levels
          • Manage multiple priorities, meet deadlines, and work independently with minimal supervision
