Primary Purpose:
Provide leadership in developing and implementing the district's bilingual program. Collaborate with district staff and outside personnel to ensure educational opportunities for bilingual students.
Qualifications:
Education/Certification:
Master's degree in education administration or bilingual education Valid Texas teaching certificate with endorsement in bilingual education
Special Knowledge/Skills:
Knowledge of ESL and bilingual education Knowledge of federal and state bilingual and ESL education compliance and requirements Ability to interpret data and evaluate instructional programs and teaching effectiveness Ability to manage budget and personnel Ability to implement policy and procedures Strong communication, public relations, and interpersonal skills
Experience:
Five years of experience as a bilingual classroom teacher Two years of experience in instructional leadership roles
Major Responsibilities and Duties:
Instructional and Program Management 1. Oversee the development and delivery of bilingual and ESL education curriculum and instructional programs that incorporate district goals and support student achievement. 2. Implement procedures and coordinate the process to identify bilingual students at all grade levels districtwide, including review of student data and testing of students. 3. Develop bilingual and English-as-a-Second Language (ESL) curricular documents and instructional support materials. Provide resources and materials to support staff in accomplishing program goals. 4. Work with other curriculum coordinators to establish and maintain challenging academic standards that will ensure that students learn English as well as content information and exit the bilingual/ESL programs within established timeframes. 5. Consult with teachers to develop and provide bilingual students with appropriate course work through curriculum modification and acceleration. 6. Observe classroom instruction and provide feedback and assistance to classroom teachers to facilitate improvement and innovation. Demonstrate teaching strategies with students in the classroom. 7. Plan and provide staff development including sessions on methods for identifying and instructing bilingual students and enriched learning. 8. Plan and conduct parent meetings. Consult with parents, administrators, counselors, teachers, community agencies, and other relevant individuals regarding bilingual students. 9. Evaluate the bilingual program effectiveness based on evaluative findings (including student achievement data) and recommend changes as need. Policy, Reports, and Law 10. Implement the policies established by federal and state law, State Board of Education rule, and local board policy in the area of bilingual and ESL education. Recommend sound policies and procedures to improve program, and make regular reports of progress towards program goals to district administration and the board of trustees. 11. Compile, maintain, and file all reports, records, and other documents required. 12. Oversee the district's LPAC program, ensuring that all relevant staff are appropriately trained and supported in the process. 13. Follow district safety protocols and emergency procedures. Budget and Inventory 14. Develop and administer the bilingual and ESL budgets based on documented needs and ensure that operations are cost effective and funds are managed wisely. 15. Maintain a current inventory of supplies and equipment and recommend the replacement and disposal of equipment when necessary. 16. Oversee grant-writing activities to obtain program funding. Communication and Community Relations 17. Establish and maintain a professional relationship and open communication with principals, teachers, staff, parents, school board, and community members. 18. Articulate the district's mission and goals in the area of bilingual and ESL education to the community and solicit its support in realizing the mission. 19. Demonstrate awareness of district-community needs and initiate activities to meet those needs. 20. Use appropriate and effective techniques to encourage community and parent involvement. Other 21. Compile, maintain, and file all reports, records, and other documents required. 22. Comply with policies established by federal and state law, State Board of Education rule, and the local board policy. 23. Follow district safety protocols and emergency procedures.
Supervisory Responsibilities:
Supervise, evaluate, and recommend the hiring and firing of staff in the bilingual and ESL departments.
