Education :
Required:
Bachelor's degree in business administration, nonprofit management, a human services field, or other related field.
Preferred :
Master's degree in business administration, human services field, counseling, or other related field.
Experience :
Required - 2 years of leadership and management experience developing and supervising teams. 5 or more years' experience working with at-risk youth and families. Counseling/therapy knowledge is a plus.
Licenses/certifications:
Mental Health First Aid (within 3 months of employment).
Supervises :
Program Supervisor, Resource Navigators, Program Support Specialist, and Lead Clinician and Program Interns (when applicable).
Job Summary:
The Program Director is responsible for using sound professional judgment and best practices to supervise staff to ensure quality service are provided to clients and the ensure the program maintains compliance with all policies, procedures and contract requirements.
Essential Functions:
1. Responsible for meeting program contract deliverables, creating and maintaining program budget and ensuring program operations comply with appropriate laws, regulations, contracts, procedures, policies and budget requirements. 2. Provide guidance and leadership to staff to emphasize the importance of the program(s) achieving high standards of quality, internally and through public and private sector partnerships. 3. Prepare presentations, training and facilitate groups to promote programs within the community. 4. Work with other organizations in the community to foster collaborations for outreach opportunities as well as building and maintaining community partnerships to further meet the needs of those served. 5. Review and analyze monthly financial and statistical reports to assess the budget status and to initiate preventive measures if any problems appear to be predicated. 6. Responsible for oversight of Lead Clinician and clinical services, including individual, family, and group therapy (based on program and legal requirements). 7. Responsible for interviewing candidates, hiring staff, and ensuring all who are hired have the required education, license (if applicable), and experience to be an effective member of the program team. Ensure required licensure is up to date for applicable staff. 8. Manage staff performance through providing coaching, counseling, creating development plans, providing training, etc. to promote optimal performance through regular communication and evaluation. 9. Responsible for providing corrective action, if applicable, up to possible termination of employees, if necessary, complying with chain of command approvals, applicable laws, regulations, agency personnel policies and procedures. 10. Assist leadership in maintaining an internal policy and procedural manual of the organizational structure and each program function based upon: State licensing requirements, individual program/grant policies and procedures, and the agency's internal policies and procedures. Maintenance of the procedure manual will be updated as needed. 11. Ensure all staff are trained in program data collection and input all required information into the Salesforce database. 12. Has open and ongoing communication with the
BCHS HHS
Regional Director and the management team. 13. Respond to after-hours crisis calls making independent decisions on client needs and steps to further support the crisis and then follows chain of command to report and confirm next steps.
Measurable Deliverables:
1. Ensure program meets all outcomes and deliverables 100% of the time as outlined by the program contracts, BCFS HHS logic models, and program requirements. 2. Ensures program and agency reports are submitted 100% on time as proposed in the contract. 3. Ensure program budgets are on track with contract and agency standards; approves spending for staff, and ensures appropriate documentation is submitted in a timely manner and as established by the agency. 4. Conduct and document monthly quality assurance tasks including case file audits, in person reviews/shadowing, auditing Salesforce database, and client satisfaction phone calls to ensure compliance with contract requirements. 5. Report reviews to Regional Director monthly and immediately develops action plans for compliance concerns and problems. 6. Conduct weekly and monthly consultation with assigned staff. Completes monthly all staff meetings to assess the need of the team, implement training opportunities, review policies and procedures, and to review and staff cases. 7. Follow all communication protocols when an incident occurs and completes significant incident reporting immediately following the stabilization of an incident. 8. Ensures all positions are filled within a reasonable time based on screened candidates identified by Human Resources staff. 9. Monitor Salesforce on a weekly basis to ensure compliance with data collection. 10.
Demonstrate the ability to:
a. Respond sensitively and competently to the service population's cultural and socio-economic characteristics. b. Communicate effectively in writing and verbally in English. c. Work in a fast-paced environment. d. Maintain computer literacy required to meet the responsibilities of the position. e. Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team. f. Travel as needed. 11. Other job duties as assigned per grant requirements.
Requirements:
1. Maintain certificates required for the position including but not limited to First Aid and CPR. 2. Valid Texas Driver's license with a clear driving record and reliable transportation. 3. Pass a pre-employment drug screen and random drug screens. 4. Provide proof or work eligibility status upon request. 5.
