Program Manager:
Take Care Utah Take Care Utah (TCU) , a program of the Utah Health Policy Project (UHPP) , is looking for a collaborative and organized Program Manager to oversee our health insurance outreach and enrollment efforts. This role is designed for a steady leader who can balance day-to-day personnel management with the broader mission of expanding healthcare access across the state. As Program Manager, you will support a dedicated team of Health Access Assisters and Community Organizers, ensuring they have the training, mentorship, and resources needed to help Utahns navigate complex insurance systems. The Role in Brief We are seeking someone who leads with humility and clear communication. You will act as a key link between our Executive Leadership and our frontline staff, helping to translate policy goals into effective community action. Your focus will be on maintaining a supportive team environment, building reliable partnerships with state agencies, and ensuring our program hits its performance and compliance targets.
Key Priorities Staff Mentorship:
Supervise and coach a diverse team, focusing on their professional development and meeting monthly outreach targets.
Program Operations:
Manage grant requirements, track performance statistics, and ensure strict adherence to HIPAA and privacy policies.
Community Liaison:
Maintain positive relationships with community partners and state agencies to streamline referral services.
Systemic Advocacy:
Work alongside policy staff to identify and address barriers within state and federal health programs.
Resource Development:
Contribute to the creation of outreach materials and assist with grant proposals to sustain program funding. ___________________________________________
Job Description:
Assist with leadership of Take Care Utah, a well-established, health insurance outreach and enrollment program administered by Utah Health Policy Project, embody
UHPP/TCU
mission and promote that mission rigorously in all appropriate settings public and private; Manage with clear vision, proactive, positive and meaningful communications, clear and decisive decision making, on point issue spotting and problem solving, positive motivation, integrity, accountability, professionality and humility; Be a good active listener, support staff—their success is your success, share credit, exude fairness, be open to feedback and be willing to take risk; continue to grow and learn; Proactively promote Executive Director's vision for UHPP and Take Care Utah; Build strong rapport with Executive Director and Take Care Utah Director and create an environment of trust and shared responsibility; Hire, Train and supervise a team of Health Access Assisters (HAAs) and Community Organizers Participation in staff meetings including one on ones with all staff monthly and other relevant meetings; Coach and mentor HAAs and Community Organizers in their goals while referring back to their annual review and monthly targets; Promote a mission driven, strong worth ethic by role modeling to staff; Help coordinate outreach and enrollment initiatives with other UHPP projects and partners; build, manage and maintain positive relationships with community partners; Report performance-related statistics to the organization and relevant grantors and partners as needed to track progress improvement; Ensure adherence to Personally Identifiable Information/HIPAA policy to protect UHPP clients; Assist with operational and financial compliance with grant/contract terms; Assist in implement program plans and grant expectations as indicated in relevant work plans; Conduct hands-on personnel management; monitor and evaluate HAA and Community Organizer activity to identify trends or challenges through continuous feedback loop; Contribute to the development and publication of all Take Care Utah materials, including fact sheets, brochures, web content, and other materials; Identify systemic problems in the state and federal health access programs and refer cases or problems to the policy and organizer staff, as necessary; Serve as liaison with state agencies and other partners looking for health information and referral services; maintain a continuous feedback loop with those agencies to promote and improve work of TCU; Work with partners to interpret and communicate information from the policy realms of our work to community groups to guide policy priorities and engage partners in advocacy; Provide technical assistance to individuals and organizations working on a statewide level on enrollment and eligibility issues; In conjunction with the Take Care Utah Director and other executive staff, apply lessons and best practices to build out and strengthen Take Care Utah; Assist in development activities pursuant to sustaining Take Care Utah and UHPP, including grant writing and program and proposal development; Support project oversight and evaluation for grants and funding sources; Participate in organizational and coalition strategic and business planning; Proactively seek opportunities to provide presentations and attend community fairs and events on behalf of UHPP, as needed; Serve as ambassador for UHPP and Take Care Utah creating opportunities to promote UHPP and TCU by coming prepared and speaking up; Maintain expertise in eligibility, enrollment, the ACA and other health coverage program specifications; Maintain comfort level with managing technology to conduct supervision, outreach, enrollment, and other work duties remotely through IT like Microsoft Outlook, Dynamics, Teams, document signing programs, appointment scheduling, etc; Other duties, as assigned or agreed upon.
Qualifications:
Education:
Bachelor's degree in related field; Master's degree preferred, but not required

Relationship Building:
Positive mindset and ability to maintain strong working relationships with co-workers, consumers, and other community and government partners
Background Knowledge:
Knowledge of federal and state health care programs; computer experience with database programs preferred
Experience:
Health insurance enrollment or related enrollment assistance experience preferred
Self-Starter/Problem Solving:
Comfort level and desire to work independently to initiate and carry out job duties; Self-accountability for getting the job done
Language:
English and second language preferred but not required
Experience:

Excellent communication skills for effective negotiation, stakeholder engagement, and public speaking. Demonstrated management experience in community health or related fields. Exceptional customer service orientation coupled with analysis skills to interpret data and inform decision-making. Ability to collaborate across departments and build consensus among varied stakeholders.
