Job Description

Program Manager BUMED - Falls Church Apogee Solutions, a woman-owned small business, is seeking a Program Manager in Falls Church, VA to support the US Navy Bureau of Medicine and Surgery (BUMED) Improvement Sciences Directorate. Qualified candidates must be a US Citizen with an active DOD Secret clearance. The Program Manager will facilitate effective and efficient execution of the Continuous Process Improvement, Project Management, Periodic Performance Reporting, and Knowledge Management workstreams to enable BUMED, Naval Medical Forces Command Pacific (NMFP), Naval Medical Forces Command Atlantic (NMFL), and Naval Medical Forces Development Command (NMFDC) to concurrently manage complex operational projects. The BUMED Improvement Sciences Directorate is responsible for implementing Continuous Process Improvement, Knowledge Management, and Project Management methodologies, to drive change and achieve strategic operational and tactical to improve efficiency of medical operations across all Navy Medicine support of Navy.
The Program Manager will:
Develop and implement procedures to effectively manage the contract and ensure compliance with requirements and objectives. Oversee workflow management and support the development of all contract deliverables. Ensure quality management of each contract staff and program operations. Serve as the liaison between the COR, contracting office, and contract personnel to identify and resolve any problems. Determine the appropriate tools and software products needed to efficiently and effectively perform all tasks. Act as an advisor to the customer on mission critical issues and work to create innovative solutions to problems facing today's operational medical challenges. Establish a standardized project management framework and methodology. Train staff on project management with best practices and tools from PMI guidelines. Enhance project tracking, documentation, and reporting processes. Improve project workflow and deliverables through systematic oversight. Ensure compliance with organizational policies and standards. Ensure integration occurs with existing organizational processes and standards. Conduct training sessions for staff on project management tools and methodologies. Provide continuous support and mentorship to staff post-training. Establish metrics and Key Performance Indicators (KPIs) for project performance evaluation. Develop and enhance templates and documentation standards for project tracking. Generate monthly reports on project status, risks and performance. Evaluate the effectiveness of implemented project management framework. Recommend and implement improvements based on feedback and performance data. Deliver monthly compliance monitoring reports via designated Microsoft Applications, save to the government share drive and BUMED SharePoint site collection, and/or upload to SPIDR. Configure portfolio management tools and software to meet the organization's needs. Develop standardized processes for portfolio management including project intake, prioritization, resource allocation, and performance monitoring.
Requirements:
US Citizen with the ability to pass a background check, to include Federal Bureau of Investigation (FBI) fingerprint check and National Agency Check with Written Inquires (NACI) Active, adjudicated SECRET Security Clearance documented in the Defense Information System for Security (DISS) Project Management Professional (PMP) certification Possess a minimum of 7 years of relevant experience after receiving PMP certification Demonstrate knowledge and experience associated with successfully accomplishing all tasks Working knowledge of Navy and Marine Corps Operational Environments Demonstrated ability to operate effectively within fast-paced, mission-driven settings while maintaining accuracy, discretion, and compliance with applicable policies and regulations Possess strong business acumen and professional judgment, with demonstrated proficiency in Microsoft Office 365 applications, including but not limited to Outlook, Word, Excel, PowerPoint, Teams, and SharePoint Must have a strong attention to detail and be highly organized Apogee Solutions is an Equal Opportunity and Affirmative Action Employer.
