Responsibilities:
The Program Manager, Army Solutions is responsible for overseeing complex government programs and projects supporting mission-critical operations within secure environments. This role provides leadership across program management, project execution, technical integration, customer engagement, operational support, and growth initiatives while ensuring alignment with contractual requirements, organizational objectives, and government stakeholder expectations. The Program Manager serves as the primary interface between ITA and Army customers, managing program execution while supporting strategic growth initiatives through customer engagement, solution development, and identification of emerging mission requirements. This position requires strong operational leadership, understanding of Army mission environments, and the ability to integrate technical capabilities, operational support, and business objectives into effective mission solutions. Lead day-to-day program and project management activities supporting government contracts across multiple secure facilities and operational environments ensuring cost, schedule, and performance objectives are consistently met. Serve as the primary point of contact for government stakeholders, including CORs, ACORs, Task Leads, and senior leadership, ensuring effective communication and alignment with mission priorities Manage cross-functional technical teams responsible for systems integration, cloud migration, application development, distributed learning solutions, and enterprise collaboration platforms Support operational planning and execution efforts aligned with Army modernization, readiness, training, sustainment, intelligence, or mission support objectives Direct project planning, requirements analysis, concept development, project initiation, and execution for technical and operational initiatives Facilitate agile project management and product development methodologies to support innovation, adaptability, and mission responsiveness Manage workforce operations including hiring coordination, interviews, onboarding, performance evaluations, training compliance, and timecard oversight Support contract execution through budget management, travel coordination, resource planning, risk mitigation, and operational reporting Develop technical documentation, mission analysis products, project plans, instruction letters, and proposal support materials Evaluate and integrate emerging technologies and training solutions while assessing technical impacts, operational effectiveness, and resource requirements Lead Integration Process Teams (IPTs), operational demonstrations, and capability integration initiatives supporting enterprise modernization and mission objectives Deliver briefings and recommendations to government leadership regarding project status, capability development, technical solutions, and operational outcomes Ensure compliance with security protocols, contractual obligations, and organizational policies across all areas of responsibility Partner with business development, capture, and proposal teams to support pipeline development, opportunity shaping, and proposal efforts Identify opportunities to expand existing programs, introduce technology-enabled capabilities, and improve operational effectiveness for Army customers
Qualifications:
Required Qualifications:
Bachelor's degree in Business, Information Technology, Engineering, Management, or related field (or equivalent experience) 10+ years of demonstrated experience managing government contracts, programs, or technical projects within DoD or federal environments Experience leading cross-functional teams supporting operational, technical, or intelligence-related mission requirements Strong knowledge of project management methodologies, operational planning, and systems integration Strong understanding of Army organizational structures, mission requirements, operational processes, and customer environments Proven ability to manage cost, schedule, staffing, customer relationships, and operational performance simultaneously Strong written and verbal communication skills, including briefing and technical documentation experience Strong track record in supporting growth initiatives and capture management, ideally with the Army Must have a
Secret Clearance Preferred Qualifications:
Experience supporting Army, T2COM, intelligence, ISR, or training modernization initiatives Knowledge of agile development methodologies, cloud technologies, enterprise collaboration tools, or distributed learning systems Experience with DoDAF, capability integration, operational demonstrations, or enterprise architecture initiatives PMP, Agile, Scrum, or related project management certifications preferred Active security clearance preferred or ability to obtain/maintain required clearance PMP Certification or
DAWIA PM
Level II or higher, or other technical DAWIA Certifications in technical fields preferred
