Oversees the EFMP case management system and ensures effective exchange of resource informion and support between staff and EFMP families. Oversees facilition and coordinion of resources between agencies, reled resource offices, medical and recreional facilities, community services agencies and prive organizions with emphasis on improving services. Serves as the Program Manager to independently oversee day-to-day operion of the EFMP ongoing program th encompasses mission, function, operion, activity, laws, rules and regulions authorized and funded by the agency. Determines approprie products or services for customers and defines program scope, requirements and deliverables. Develops, modifies or provides input to project plans and implements program plans to meet objectives. Coordines and integres project activities. Manages leads or administers project resources. Conducts presentions or briefings on all aspects of the program. Participes in phased, milestone and final program reviews. Identifies program documention requirements or procedures. Develops and implements program marketing plans. Conducts a quarterly Special Needs Forum, open to family members to address needs and concerns. Participes in the Special Needs Evaluion and Review Team (SNERT) per Marine Corps Order 1754.4B. Manages the installion EFMP Respite Care Program. Assesses program operions and monitors progress toward organizion goals and evalues and makes adjustments to improve the program. Develops minimum standards governing the EFMP program, policy, procedures and personnel. Ensures the EFMP is in Compliance with the IG AIRS checklist, Internal Control Reviews and meets reled inspection requirements. Maintains extensive contact with other program managers and officials of other reled agencies and organizions to: resolve problems, negotie agreements, advise on and render technical assistance in areas such as changes or improvements in program objectives, utilizing facilities and staff, redirecting programs to provide more efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems. May supervise the EFMP Case Worker, EFMP Training, Educion and Outreach Specialist and EFMP Administrive Assistant. Develops and analyzes da to be used in preparing analytical and interpretive reports and guides of EFMP program operion. Selects approprie techniques for da collection to identify aspects of successful program operions. Selects successful methods and techniques used by other local officials (federal, ste, local) and adapts and extends methods and techniques into new pterns to solve problems. Qualificions A four year degree in Human Services or a reled field. Four years of knowledge and experience th demonstres skill to independently oversee day-to-day operion of an Exceptional Family Member Program; monitor a case management system, review and recommend approval or disapproval of reled program plans and merials; analyze and develop proposals or provisions in terms of impact on program resource requirements; develop new and revise opering procedures and standards to incorpore provisions th affect opering activities and requirements; conduct reviews of the administrion and operion of the program and provide subject mter advice. Skill to supervise employees in the accomplishment of work. Knowledge of human services principles and practices pertaining to individual and family needs, and problems in relion to social pterns. Knowledge of military family support programs and the reled mission of readiness and retention. Knowledge of and familiarity with agencies, reled resource offices, medical and recreional facilities, community services agencies and prive organizions th can provide support to the EFMP.
