Develops and updes procedures reled to personnel management, child supervision and accountability, staff observions, training, and family engagement. Maintains regular communicion with assigned installions worldwide to resolve operional issues, support program implemention, and advise on facility use, staffing, and service delivery. Identifies trends, forecasts program needs, and builds partnerships with academic institutions, DoW components, nonprofit organizions, and professional development entities to strengthen program quality. Supports enterprise initiives th promote standardized behavior support practices and coordines with HQMC Family Advocacy to develop and implement standardized training on child abuse identificion and reporting.COMPLIANCE
: Travels to Marine Corps installions to conduct higher headquarters unannounced inspections of CYP operions, provide site assist s, and support installion training and OSW hosted events. Evalues programs for DoW certificion and provides expert recommendions to ensure compliance with stutory and regulory requirements. Reviews staff records, including pay, qualificions, training, and background checks to verify compliance with applicable policies and regulions. Conducts inspections, internal reviews, and spot checks to analyze da and assess program performance. Supports installions throughout the corrective action process, approving or recommending corrective measures as approprie, while also assessing audit readiness and verifying the accuracy of informion within CYP authoritive systems. Prepares and delivers briefings to senior staff and installion leadership and develops supporting documention such as reports, proposals, correspondence, action documents, routing sheets, point papers, and presentions. Identifies discrepancies, collabores with staff to evalue alternives, and recommends corrective actions to the Commander.POLICY DEVELOPMENT AND PROGRAM OVERSIGHT
Writes, coordines, and revises CYP policy, operional plans, and program guidance to support enterprise¿wide implemention. Develop operional merials and tools, including guidebooks, handbooks, and training resources, and communice stregic program informion through informion papers, letters of instruction, and presentions. Reviews proposed changes to program plans and policy to ensure alignment with DoW and Marine Corps requirements and provide guidance to installions on policy interpretion, program improvements, and meeting DoW certificion standards. Offers technical assistance to field staff, identifies emerging issues, forecasts program requirements, and contributes to the development of higher¿level initiives. Provides courteous and effective customer service, resolving issues promptly and eleving concerns when necessary.BUDGETING AND FINANCIAL RESPONSIBLITIES
: Develops annual CYP budget initiives and provides supporting documention outlining the details and justificion for the budget request. Analyzes da to support resource allocion, program planning, and leadership decision-making. Identifies cost-effective operional methods and best practices to improve program efficiency and effectiveness. Serves as a Contracting Officer Representive (COR) for contracts supporting CYP and ensures contractor performance meets program requirements.ADDITIONAL RESPONSIBILITIES
: Analyzes inspection and operional da to identify trends, gaps, and opportunities for improvement. Supports the development and implemention of HQMC and higher-level initiives reled to curriculum, training, and program improvement. Prepares reports, briefings, and documention to support leadership decisions and uses advanced oral and written communicion skills to deliver recommendions and presentions in fast-paced, multitasking environments. Qualificions Bachelor's degree or higher in Early Childhood Educion, Child Development, Elementary Educion, Youth Recreion, Secondary Educion, or a closely reled field approprie to the position, AND a minimum of five years of specialized experience working with children and/or youth in DoW Child and Youth Programs or equivalent in the prive sector. Experience must include work in a CYP management or training role th demonstres the expertise required to serve as a recognized authority supporting day-to-day program operions. OR A combinion of educion ( least 24 semester hours) and experience th provides knowledge comparable to th normally acquired through the successful completion of the 4-year course of study described above and a minimum of five years of specialized experience working with children and/or youth in DoW Child and Youth Programs. or equivalent in the prive sector. Experience must include work in a CYP management or training role th demonstres the expertise required to serve as a recognized authority supporting day-to-day program operions. Incumbents must have experience in budgeting, program evaluion, and policy development to support the effective oversight of Child and Youth Programs. This includes the ability to develop and manage initiive budgets, analyze financial da, and ensure compliance with applicable fiscal regulions; evalue program performance and recommend improvements; and develop, interpret, and implement policies and guidance th align with requirements.
